<br />ration conducting a place known as ~ 'locker room or house~ shall pay an ~nnual tax of twenty-

<br />AND BANKS WITHIN THE CITY OF PORTSEO~TE,

<br /> Be it ordained by the Council of the City of Portsmouth, Virginia, That for the yea~ begin-
<br />ming ~ay l, 1917, a,ud thereafter until a~nulled by ordinance, the following oc~mpmtions, mots
<br />and business transactions sh~ll be deemed privileges mud sh~tl not be pur~aed or done within
<br />the limits of said City of Portsmouth, without pmyment of a license tax therefor, and the li-
<br />cense tax thereon shall be paid mnnu~lly, dnless otherwise specifiemlly directed, mnd ~s follows:

<br /> ~On every license to a merchant or mercantile firm there shall be pmid m specific license
<br />tax om $10.00, and an mdditionml tax of 7 per cent. on the annual rental Value of the plmcs of
<br />business in excess of the first $1OO. of such value.

<br /> Merchant tamlo s lusber merchants, furniture merchants, butchers, gr.een gro~ers, huck-
<br /> sters and dealers in coal, ice, wood, or soft drinks shall be embraced in this section.

<br />:me~chant or mercantile firm in said business,~ and shall be paid when the license is mssued.

<br /> Every merchant, firm or cprporation s. pplying for a license shall be required to produce
<br />a bona fide rent receipt, agreement or chec~ , showmng the a~mount-of rent p~md p$~ month
<br />by him or thsm~ and if, mn the judgment of the Commissioner of the Revenue,
<br />lng to evade the tmx by not producing ~he prope~ =eceipt, then the said CO~issioner sh~ll
<br />fuse to ~t him or th~ the required license until he shm~l hmve investi~ted the ~pplic~tion
<br />therefor in orde~ to ~scertmin the t~e amount 0f rental Pm~d ~by Sa~d ~p!~ut. '
