The

"Hon. City Council,
"Portsmouth, Va.

"Gentlemen:-
"We beg to ~epo~t in connection with the
in Gander Creek as follows:

following report was rea~i from the City E~uager, City Attorney, and City Engineer
"Portsmouth, Va., Narch 22, I~17.

establishment of Port Warden lines

with

"The orginal lines of Gander Creek were established about the ?ear 1900.

"The Harbor Commissioners' records were destroyed in the Atlantic Hotel fire, ~nd there
appea~s to be no authentic map showing ~he line~ of this creek° ~e submit for your perusal a
~=mcing, m~rked Pian~"A," of a blue print map of Gander Cre~k made by Er. Bascom Sykes, City
Engineer, in October l~00. The dot ~nd d~sh lines were traced from pencil lines on the blue
print, which represent a ~terway forty (~0) feet wide from the C~port Bridge to ~ point about
220 feet from the Union Bridge, and tapering from said point to a width of twenty feet at the
east side of Union Bridge; thence from the east side of Unlon~Bridge to the e~st side of Wash-
ington Street Bridge a waterway twenty (20) feet in width. Waterways twenty(20) feet in width
are also shown extending to Wythe street. If these lines were the original Port ~arden lines
they were not adhered to by the City, as Bar~ Street has been extended to Crawford Street; ~id-
d~e Street, south of Ba~t Street; culverts four feet high and ten feet wide have been construct-
ed at Union Bridge and at Dinwiddie Street; and the lines entirely obliterated at the present
playgrounds.

"We herewith submit Plan "B~ showing approximately the present conditions existing in Gan-
der Creek, and respectfully recommend that the Harbor Commissioners be requested to establish
and have defined, with permanent markers, a waterway twenty (20) feet in width from the Gosport
bridge to the east side of the .Cgurt Street culvert; and from theeast side of the Coumt Street
culvert to the east side of Washmngton Street ten (10) feet in width; mhd from the Gosport Bridge
to Wythe Street ten (10) feet in width, and from Wythe Street to Randolph Street as shown on
Plan "B" to be eight (8) feet in width.

"We further recommend that if the lines a~e established mhd defined by the Harbor Commissio~-
ers, that tracings in duplicate'be made of the sams and ~ copy filed in the Clerk's Ofzic~.

"Respectfully submitted,
