"I have had representatives o£ various dredging companies look into the question of filling
the low parts o~ the Cemetery by the hydraulic method~ obtaining the material from the bottom
of Scotts Creek. The representative of the Wi H. French Dredging gnd Wrecking Co., Inc., has
submitted a w~itten proposal to,me in which he offers to place from 30,00~ to_~5,9~0 cu~ yds._
of fill in the Cemetery at (.27~) twenty s~ven and h~lf cent? per cu~ yard~ ~ne
includethe cost of the bulkhead, The total cost of bulkhe~a and fill would amoun~
~il,OO0,O0 ~o $i2,000.00. After carefully gc~ng ?~er the plan and ~ab-dli~vld~n~ ~ne area
w~ it is proposed to fill, I find that we will not ~e able to make over about (l~0) one hun-
dred ~nd sixty lots additional, these lotm at ~$60~00) sixty dollars each wodid ret~urn us
~$~,7 0.00), so that if the sbheme is carried out we ~vould have a deficit of $2,000~00 or ~3,000.
in addition to the cost of m~king the roadways and preparing the lots~

~I would report to the Council that the bodies buried in the lot o~glr~klly sold to l~,,
Berry hmve been removed to the new lot assisted him by the Eeeper of the Cemetery with his force,
at no great expense to the City. Er~ Berry readily agreed to the work being done by the City,
a~d I am informed that he was very much pleased with the manner in which the tra~sf~= wms made.

"FIRE ~P=~i=~E~T ADE!NISTR~TION:

~Two memoers of the Department were repor~ea to me for flgn~ino, i held a hearing in the
case and no, in, stored suitable punishment.

~The new rules of the Department have been drafted and approved by the committee from the
~ouncil, Co~J~ittee from the Volunteers and myself, and ~h~ve been ordered printed.

"POLICE DEP~T~ENT ADNIN!STRATION:

"One member of the Department has handed me his resignation during the month, which I have
accepted~

~I have appointed Er~ I, Lindsay Lea~e as a rego,lar member of the Department.

"Er, E~nmett Des~us, whom I appointed as clerk ~O the Chie£ of the Dep~tment and to the
CiVil and Police Justice, handed me his resiEn~tion to take effect on N~roh 24th, His resigna-
tion, recommendations and report are attached hereto~

"It will be observed from his report that the scheme under which he w~s working is a prmc-
ticable one, ~ud ~hat the offic~ will yield ~n income of about $75°00 seventy-five dollmrs pe~
month under the arrangement mmde with him. I would, therefore, recommend to the Council that
I be empowered to again ~ill the pos~t~on,undsr the same regulations as ~ permanent arrangement
~nd thereby m~ke available one more membe~ of the Police Department for street duty~

"Owing ~o the difficulty in getting material, the new Police p~trol wmgon has not as yet
been deiivered~

~ S_TEEET DEPARTNENT:

"I have succeeded in interesting several o~ the soci$~les composed of the i~ies of the
City, in the question of the Little Farms Novement, which is to say, in the cultivation of the
vacant lots and other ~ste spaces around the City,by the Children. TWo such lots are now under
cultivation a~d severs~l more have been offered~ the idea has been enthusiastically received ~nd
several offers of lots, services a~d fin~ucial ~ssistauce received.

"I would again ask the Council for advice on the question of an oiling ~ax for the unimprov-
ed dirt streets as outlined in my last report I have ~urch~sem a roa~ machine at a cost of
($172o00) one hundred ~nd seventy-two dollars, and expect it to ~e delivered within a few days.

'~L~TTER OF ~ATER SUPPLY:

"I would again urge the Council to take some action in connection with the proposed con-
demnation of the Eater Shed as proposed by the City of Norfolk, and also would suggest confer-
ences with the Water Board.

not in receipt as yet Of the .report of the Engineer of the ~ater Board.

"Pursuant to the instructions of the Council .I have removed most of the furniture, instru-
ments and equipment from the office of the Water Bomrd~ The En~neer of the Board requested
that certain articles of zurnmture be left for his use for a few d~ys more.

SEVERAL R~CO~ENDATION~.

"I would suggest that as the night soil tax stands'mt $1.80~one dollar and eighty cents,
~nd the contract was made at $1.50 one dollars and fifty cents, and as there will be m b~lance
of over $~00, nine hundred dollars cn this mceount, that an assistant Sanitary Inspector,DS gE-
pointed to inspect the o~t-houses and incidentally, the lots, &c~ It has been the dustom in the
past to employ some one to check up the out-houses and to'act as assistant Sanitary Inspector
for a few, months every year. I consider it a legitimate use of these funds to employ a~ asS~st-
ant Inspector ~or duty the year round.

~The matter of the advi~abiiity of consolidating some of the offices held by the physicians
in the City employ was referred to me. I would repor~ that I have investig~ted~the question and
have arrived at the conclusion that the'City is getting more service for the amounm of money
being expended under the present arrangement than it could by oons&tidation. Several of the
Physicians a~e ~opointed by bodies other th~n the Oouhoil, so that the Council has no control
over them or their compensation~ only three physicians are appointed by and directly responsible
to the City Government, and no two of these could be combined without ta~king ~ man's entire .~
time, and-so requiring a much large, compensation ~h~u that at present paid to the two men.
