When we acGuired the property of the <br />~ater Board I foun~ several tracings of maps of the .Wards and am of the opinion thmt prints from <br />one of these can be made to serve the purpose of the law. The census cbuld~be taken by members <br />of the Police Depmrtment~ as w~s formerly done° <br /> <br /> "The m~tter of ~he fire risks in connection with the woodyaras existino within the old_City <br />limits being referred to me for report, I would respectfully submit the following: <br /> <br /> "In connection~with the ~ood yards operated by ~r. Wilkins I woui& suggest: the wiring <br />the electric lighting system is very poorly installed and should be made smfer~ the ventilation <br />w~ndows for the horse stalls overlooking. Washington St. should ce pro~eoted by a substantial <br />fine mesh screen. A sheet me~al fire stop should be constructed at the Northern end of the <br />horse stable~ so as to make a close fit .to the roofing bookrest thi~ fire stop should' be provided <br />with ~ proper and substantial sheet metal covered fire doo~e?p~o~id? entrance to the <br />this door should be of the self-closing roiling type~ The fire mtoD mts~if should be of ~hee~ <br />metc~l of mt least twenty-sixEumge securely f~ten~d to substantial ~tudding. Sheet~metalof <br />at me,st twenty~six guage should be eubs~tute~ for the bomr~ng on the Northerly szae o~ th <br />cD_em wmgon shed. All of the roofs of the buildings should ~e covere~ with fire proof material. <br />Better provisions should be ms, is for storing the manure from the ~table in the form cf a tight <br />covered box or bin. <br /> <br /> "In the ymrd operated by Er. Oast, the old buildings on the nO~tmh~rly pore!on of the yard <br />should either, be ~emoved or rebuilt so as to constitute l~s of a fir.e~ risk ~h~ they do in <br />their present condition. Better storage should be provide~ for the etlook Of lime cmrrie~, and <br />the same should be further removed from the soft coal and wood storage; as ~he lime is now <br />stored, rmin oa~u bemt on it aud so cause hemting a~d possible fire. <br /> <br />~As general ~uggestions, I would offer the following: <br /> <br /> "Steam boilers and engines should be prohibited unless the same a~re housed in fire-proof <br />brick buildings with no wood or sawdust around. If sawdust and scraps ~re used for firing, the <br />boiler room s~ould be thoroughly cleaned up ?nd ~ri~kleddo~before closing for ~he night, <br />unless a~suitable meoh&nio~l stoker is used,zn which ¢~se~oare should betaken that duet does <br />not collect. <br /> <br /> "Piles of wood should ~e kept mt least (t0) ~n feet f{om any buiiding3 the present prac- <br />tic~e of piling the cord wc o~ and slabs up ~g~inst ~he Buildzngs should be p~Ohibited. <br /> <br />"Strict rules should be m~de and e~£o=ced to prevent smoking in these yards. <br /> <br /> ~I would again os~li the ~ttention o~ the Csuncil ~o the fmot ~hat the suit pending against <br />the City in connection with the drai~ge from ~he ice pla~t~., and involving the two ice plmnts <br />~nd the City,~is oomingup for ~rlal in the courts on the 16th. of this month; and I have not <br />been instructed by ~the Council as to whmt action they desire me to take. <br /> <br /> "I would · the attention o~ the Council to the f~ct that the Engineer o£ the ~a~er <br />Board h~? not render ~is f n~l report to me; this report was due on ~arCh let~ ~ I wo~ld fur <br />thor advzse thmt I h~ve not aS ye~ ohtadned p~sse~eion of mll of the f~rniturel inthe off~ces <br />of th~ ~ter B~'~rd.
