December 13, 1994 <br /> <br />94-490 - Letter from'the City Manager r~commending adoption of <br />a resolution requestin~ that the Virginia Department of <br />Transportation (VDOT) establish two Urban Highway Projects. <br /> <br /> "The adopted Six-Year Virginia Department of <br />Transportation Plan for 1994-95 includes two new projects <br />the City of Portsmouth. These projects are: <br /> <br />A. Improvements to Tyre Neck Road from the City limits to <br />West Norfolk Road , <br /> <br />B. Improvements to West Norfolk Road from Churchland <br />Boulevard to Cedar Lane <br /> <br /> These projects are consistent with the priorities we <br />presented at the annual pre-allocation hearing held in Suffolk <br />in the Spring of this year. In order for the Virginia <br />Department of Transportation to begin work on these projects, <br />the attached resolutions for each project must be adopted. <br /> <br /> The Director of Public Works recommends your approval of <br />the resolutions for improvements to Tyre Neck Road and West <br />Norfolk Road. I concur with the Director of Public Works and, <br />therefore, recommend your approval of this item." <br /> <br /> (A) A resolution requesting VDOT to establish as an Urban <br />Highway Project, improvements to Tyre Neck Road from the City's <br />southern limits on same to West Norfolk Road. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Hawks, to defer <br />consideration of the resolution until the regular meeting of <br />January 24, 1995, and was adopted by unanimous vote. <br /> <br /> (B) A resolution requesting VDOT to establish as an Urban <br />Highway Project, improvements to West Norfolk Road from <br />Churchland Boulevard to Cedar Lane. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Hawks, to defer <br />consideration of the resolution until the regular meeting of <br />January 24, 1995, and was adopted by unanimous vote. <br /> <br />94-491 - Letter from the City Manager recommending adoption of <br />a motion to transfer $10,000 from the Grants Contingency <br />Account to conduct sobriety checkpoints. <br /> <br /> "The Department of Motor Vehicles (DMV) has awarded the <br />Police Department $10,000 to conduct sobriety checkpoints. <br />There is no cash-match required of the City. The in-kind <br />contribution will come from items already budgeted as part of <br />regular police operations. The funds will be reimbursed as <br />expenses occur. All activities associated with this grant must <br />be completed by September 30, 1995. <br /> <br /> Given the proven impact of sobriety checkpoints, I, <br />hereby, recommend the acceptance of the award by DMV and <br />request that $10,000 be transferred from the Grants Contingency <br />AccOunt for this program." <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Martin, to <br />transfer $10,000 for sobriety checkpoints, and was adopted by <br />the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br /> <br />
