Herbert offered the following resolution concerning the City Manager: <br /> <br /> "~h~eas it appears to the Council of the City of Portsmouth, Virginia, That T. B. Shert- <br />zer is not f~miliar with the needs and urgencies of the City of Portsmouth, and is Unable to <br />satisfactorily handle the municipal s~ffairs of the city; <br /> "Therefore Be it Resolved, Dy the Council of the City of Portsmouth, Virginia, That the <br />service of T. B. Shertzer as City ~-~nager be dispensed with on and after July 31, <br /> <br /> <br />
