<br />sanitation to allow ta~m to be installsd in our Public Schools. The improper flushing due
<br />to corrosion of perforated flush pipss, the lmrge fouling surface, the chance of not having
<br />a fire in ventilating ~lue, the sxcrsts sticking to sides of latrinss, e~ud the impsrfsct
<br />draught due to seat or covsr not bsing closed, are my chief objsctions to ~l latrines. And
<br />I hope it will be your plsasurs not to adopt this ordinance,

<br />cept when by a recorded vote of two~thirds of those members present, the Council shall
<br />clare tha$ the public welfare requires secrecy.'

<br /> ,But whether theea violations~m~ke your meeting of June 25 illegal and y our action in
<br />dismissing the City E~uager v~id is unnecessmry for me now to determine as by your subse-
<br />quent action, at your meeting held July 12, which w~s a leg~2 meeting, you curzd whatever
<br />error there was by adopting a resolution dispensing with the services of Mr. ~ertzer as
<br />City E~nager.

<br />placed an order i~n its shops for the material missing ~hen the motor d~iven fire ~pparatus
<br />w~s delivered to the City; but no action w~s taken on same.
