P. <br /> <br />187 <br /> <br />August 21, 1917 <br /> <br />we regret our inability to offer any recommendation regarding this matter as the Board of <br />Water Commissioners has not considered the question of purchasing this plant. <br /> "Assuring the Council of our willingness to assistt them in this matter in any way possil~l'e, <br /> <br />Yours very truly, <br /> <br /> ,Boa~d of Water Commissioners, <br /> By E. L. La~h, Secretary." <br /> <br />The communication having been read, M~. Morris offered the following resolution: <br /> <br /> "Whereas, The Water Commission has reported to the City Council that it is not wise <br />to proceed with the building of the Nunicipal Water Plant at the present'time, and that they <br />have no recommendation to make concerning the purchasing by the City of Portsmouth of the <br />Portsmouth, Berkley & Suffolk Water Co., <br /> <br /> "Therefore, Be it Resolved by the City Council, That the Council resolve itself into <br />a committee of tn~ whole, assisted by a committee of five citizens, to canvass the entire water <br />question and report the re~lt of said investigation to the Council." <br /> <br /> A lengthy discussion followed the introduction o'f the resolution between Messrs. Morris <br />and Herbert, and finally the zesolution was defeated by the following vote: <br /> <br />For--Dashiell, Morris, <br />Against--Bunting, Hanvey, Herbert, <br /> <br />Claud excused from voting) <br /> <br />On motion, <br /> <br />s~ljournedo <br /> <br /> <br />
