<br /> The Chairman of the Department stated that the amount needed to meet payments
<br />on the New High School Building would be reported on at the next meeting of the Council.

<br /> The following communications were read from the City Emn~ger:
<br /> Mi=st. Attaching~copy of a letter which he ha~i received from the Chairman of ~zhe Special
<br />Water committee of Sufmolk, Va., Mr. J. Walter Hosier, in ~hich he suggested the purchase of
<br />the Portsmouth, Berkley & Suffolk water Co. jointly by the cities of Portsmouth, Norfolk and
<br />Suffolk.
<br /> However, the City Mmm~ge~ recommended that we proceed along the lines as outlined by
<br />the Special Water. Committee and the City Council.
<br />
<br /> On motion, ~he recommendation o~ ~he City M~n~ger was s~lopted.

<br /> Second. Report on the proposed operation of m chain ga~ g for the City cZ Portsmouth, .en-
<br />closing copies of letters sent by him to the City Sergeant,. the City Attorney, and Judge Bain
<br />on the subject, and rules and regulations governingthe control and m~nagement ~f such a gang.
<br />He recommended that the "expense Of the m~intaini~ and ~perating the c2~ain gang would
<br />be cha~geable to street cle~uing and repairs and the lmbor now under the Department of Health.
<br /> On motion, the matter o~ cost for-operating aud m~intaining the chain gang w~s refer-
<br />red to the Department of ~ina~ce, and the letters, rules, &e., enclose~ with the City Manager's
<br />communication, were ordered to be filedA
