S~ H~pe, and Norman Cassell; from Board of'Water Com- <br />missioners: E. L. Lash and $. P. Oast; from Port Norfolk: W. W. H~rgroves, <br />Ohms. F. Harper, and W. H. Rodman; and from Suffolk, Va.: J. Walter Hosier, <br />President City Council, J. M. Butler and Dr. H. W. Campbell, members of the <br />City Council, and W. P. Lipscomb, City Attorney, <br /> <br /> Whereupon, the Departmen~ of Finance:recommended that a special appropri~tion of <br />be allowe~ for repairs to fire engine houses, amd same was allowed by the following vote: <br /> <br />Ayes-- Bunting, Claud, Dashiell, Hanvey, Herbert, <br /> Norris, CulPepper, <br /> <br /> The Chairman of the Department of Finance presented ~ bill of Jno. W. Han~er C~ ~+ <br />~orney, to amoun~ of ~.~, mcr expenses in connection with an injunction against the P. B. & S. <br />Water Company and the City of Norfolk, and same was allowed out of appropriation in the Budget <br />for "City Attorney's Office." <br /> <br />Second. The question of a w~ter sudoply for the City of Portsmouth. <br /> <br />The City Mamager read a very instructive report on the w~ter condition. <br /> <br />tee, <br /> <br />Then Mr. Bunting moved that the body go into executive session wi~h the Citizens' Commit- <br />the ~ter Commission, the committee from Suffolk and the committee from Port Norfolk. <br /> The motion was adopted. <br /> <br /> It was moved to hemr the experts who were present tonight and to hear the experts who <br />might come hereafter on next Wednesday night. The motion w~s adopted. <br /> <br /> On motion, the experts were allowed twelve minutes each fo= explanation of their views <br />of'the w~ter situation for this City, and the following spoke: Mr. Gilbert C. Claud, the body went into executive session to hear from the w~ter ex- <br />per~s who were present, ms was done ~t the previous meeting. <br /> <br /> There was only one expert present, Mr. Glen M. Soofield, of the Scofield Engine~i~g Com- <br />pany, Philadelphia, Pm., and Mr. Scofield spoke on the w~ter question for the City. <br /> <br /> Letters of regret were read By the Manager from several engineers expressing their ina- <br />bility to be present at the Council meeting. <br /> <br /> The Manager read s~lso a communication from]Ar. Walter J. Hosier, President of the City <br />Councilor Suffolk, Va., wherein he excused the Suffolk ~ouncil deleg~tion from not being <br />present, because, as he stmted, the scope of the Portsmouth Council in this matter was too <br />broa~ for their body to take up. <br /> <br /> At this point, the Manager suggested an appropriation of $6,000.00, or as much of same <br />as m~y be necessary for the employment of an expert, to be mmde available as soon as possible. <br /> <br />suggested that the expert be employed first and the ~ppropriation be made <br /> <br /> <br />
