<br /> The first m~tter considered was the selection of a mite for a new cemetery, and the fol-
<br />lowing report as read from the Public Welfare Depmrtment in connection with same:

<br /> "Portsmouth, Virginia.
<br /> "Gentlemen:--
<br /> "Your committee begs leave to submit the fallowing report.on the purchmse
<br />of a cemetery:--
<br /> "The need of m new cemetery and a perm&nent one is very pressing. The mat-
<br />~er has been before this Council since its inauguration into office,-and was for several years
<br />up before the old Board of Aldermen ar~l Common Council. Therefore, m~oh time and thought has
<br />been given to the subject.
<br />
<br /> "~ny sites, more or less suitable, h~ve been offered for the purpose, ~t there seems to
<br />be a desire on the part of the Council and the people to select a site somewhere mround the
<br />Wesmern BranCh section. There are three offered in that locality, any one of which would do
<br />for the purpose, bu~, with the development around the City of ~ortsmouth now gom~ng on, an= ~
<br />contemplation, it seems Portsmouth will prmctically do~ole in population with!$the next few
<br />ye~re mhd everything poihte %o the development of the sa-stern shore of the Western B~anch ms
<br />m high class residence section, aad for that reason, when any one tract is in contemplation
<br />the owners of the adjoining property object seriously to the establishment of a eememery there,
<br />and this is n~tural since there is no doubt a cemetery would reduce va~lues in t~e immediate
<br />neighborhood for residence purpose~.

<br /> "Your committee has, therefore, delayed its reoommeuiatmons until %~ ms no longer possible
<br /> to do so by re,son of the real necessity Of a cemetery at the present tmme.
<br /> . "Reviewing in a few words the sites offered in that eection,~n~be~inning with the Armie-
<br /> teed Farm:- In this tract there are approximmtely 200 acres, and the price $100,000.00, seems
<br /> reasonable, still, the proceeds from the prob~ole e~le of lots could hardly take care of the
<br /> interest and pay the City a profit. The use of this place as a cemetery would, of course,
<br /> prevent the growth of the northwestern section of the City, which, in most cities, is consid-
<br /> ered best for residence purposes.

<br /> "The Beaton Trout is reasonable in acreage ~nd could be handled profitably, but High street
<br /> a~x% the other main streets of the City would be prevented from ~oing throughto Western BranCh,
<br /> mhd the s~me thing applies to this as that of the Armietead tract.

<br /> "The same objection ~pplies also to the Eayn~rd Farm some distance South, and still di-
<br /> rectly West of the City, through which the City ~treets should some d~y p~ss, but this would
<br /> not interfere witch the =rowtn of the City as much as the Armistead or Beaton tracts.

<br />~l~gh a~ well drmin,d peninsula facing down Western Branch, with a creek on each side,
<br />giving it ~ very long water front~ and if this is purdnaeed by the City for Cemetery purposes
<br />~ ~t~bli~hment of a cemetery there could not affect s~ive~elY~'the value of aay other pro-
