<br /> At a Regular Meeting of the City Council on Tuesday, August 13, 2002,
<br />there were present:
<br />
<br />Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, J. Thomas Benn III, William E.
<br />Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Interim City Manager C. W.
<br />McCoy, City Attorney G. Timothy Oksman.
<br />
<br /> Councilman Cameron C. Pitts opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Vice Mayor Griffin called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a
<br />Called Meeting on July 30, 2002, a Regular Meeting on July 30, 2002, and a Called
<br />Meeting on August 5, 2002, and was adopted by unanimous vote.
<br />
<br />- Public Hearing -
<br />
<br />02 - 241 - Public hearing on a proposed resolution authorizing the City to contract a
<br />debt and issue general obligation bonds of the City, or notes in anticipation thereof, in
<br />the estimated maximum principal amount of $2,000,000 to finance the costs of
<br />infrastructure associated with the Victory Crossing project.
<br />
<br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition to this item.
<br />
<br />2. Vanessa Fields, 1513 Summit Avenue, spoke in support of this item.

<br />02 - 242 - Public hearing on use permit, group housing and street closure applications:
<br />
<br />(a) UP-02-11
<br />
<br />AIRLINE CORRIDOR - Auto City requests a use permit to locate a
<br />vehicle storage facility at 3535 Airline Boulevard. The property is
<br />zoned industrial M-1-R. The Comprehensive Plan recommends
<br />commercial uses in this area.
<br />
<br />1. Raeford Eure, 415 PortCentre Parkway, representing the applicant, requested a
<br /> referral back to the Planning Commission.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to refer this item back to
<br />the Planning Commission, and was adopted by unanimous vote.
<br />
<br />(b) U P-02-12
<br />
<br />SOUTHSIDE NEIGHBORHOOD - Herbert Potts requests a use
<br />permit to operate a child care facility at 1016 Seventh Street. The
<br />Comprehensive Plan recommends single-family residential
<br />development in this area.
<br />
<br /> Motion by Mr. Whitehurst, and seconded by Ms. Randall, to defer consideration
<br />of UP-02-12 to the public hearing of August 27, 2002, and was adopted by unanimous
<br />vote.
<br />
<br />(c) GHP-02-03
<br />
<br />SOUTHAMPTON NEIGHBORHOOD - Request of Herbert G. Drier
<br />to construct six (6) townhomes at 5629 and 5633 Parish Lane. The
<br />Comprehensive Plan recommends residential development in this
<br />area.
<br />
<br />1. Herbert G. Drier, 2013 Kings Fork Road, Suffolk, spoke in support of this item.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the
<br />recommendation of the Planning Commission that GHP-02-03 be approved on first
<br />reading, and was adopted by unanimous vote.
<br />
<br />(d) S-02-02
<br />
<br />ARCADIA HEIGHTS NEIGHBORHOOD - Ordinance granting the
<br />request of Ann A. Gourdine, Esq., for Viola P. Parker, Windom
<br />Parker, Stephanie Jones and Darryl Jones for the closure of a
<br />portion of Killian Avenue.
