R. C. P. 25; Mai~ch 19, 1918 At a regular meeting of the City Council Narch 19th there were present: Messrs-- T. A. Bunting, ~L P. Claud, W. H. Culpepper, C. D. Deans, J. T. Hanvey, C. H. Herbert, E. H. Wright, ?o Also the City Manager. The minutes of the regular meeting ~arch 1Sth were read and were approved. REPORTS OF DEPART~h~S Law-- No report. Puhtic Service-- No report. Public Property-- The following reconLmendation of~the City Manager was submitted by the Department: aIn pursuance with a resolution authorizing tlne City ~anager to advertise for a lease of the Parker Farm recently pt~chased by the City for a cemetery, and "Whereas, Three bids were received and the bid of ~. Reginald Wright'was the best bid, "Therefore Be It Resolved, That the City accept the bid of ~r. Wright and award the con- tract to b~ in accordance with the terms and conditions specified in-the contract entitled, ~A Contract for Lease of Parker Farm, Owned by the City of Portsmouth,~ a copy of which is h~e- to attached. ,Please note hereto attached checks for cash payment in accordance with terms mentioned in said conSract. Ayes-- Bunting, Public Welfare-- No report. Finance- Referred March 12th Bills to ~noun~ of $264.~0, contracted i~u 191~, reported by the Auditor as having no ap- propriation to ps~v same. It is recommended that a special appropriation to said amotuut be made to pay the bills. appropriation of $280. to defray the expenses of s~rv~y, ~p, description and such other ~cidentals necessary for er~ineering information in connection with proposed annexed territory, It is recommended that a special appropriation of $125. be allowed for this purpose° ~n appropriation of $248. to repair the City Market House and Armor-y, and ~u appropriation of $110. to repair the Chambers Fire Engine House. We report that there is an appropriation in the Budget to cover this work. Recommendation of the City '~ manager that the pay of the Chief ~ngineer of Sewerage Department be increased to $128. per month, plus the $10. per month for work ~u connection with the ~ncine- rater. Progress as to same. A request of the Humane Society that the appropriation of $25. yearly to said Society be made available° It is reconnaended that the $25. be made available. Reports of the various 0ffieers for the month of Febru&~y, 1918 ~e report that we have examined same and it is recozmnended that they be filed. A report of the City Clerk & Auditor on the report of the Civil & Police Justice on fines not collected for the year This report is not sufficient and we desire more infov~,~ation as to same. A bill of the City Treasurer to amount of $123;25, as 10% co_~nission on $1,232.45, taxes collected from October 1st, .1917, to ~rch 11, 1918. It- is rsoo~maended that an appropriation to said amount be made available. 1916 A petition of the Nc~folk Society for th~ P~evention of Cruelt~r to Chitd~en to have made available the appropriation to said Society. It is recommended that said amount provided in the Budget be made available. (With City Attorney) Claim of H. B. La~ty, 2220 King street, for injuries received by his wife at Seventh avenue and Kine street. P~o~re~.
