Dutch Andrews, 131 Jamestown Avenue, spoke in support of the <br />removal of the Leckie Street Bridge. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to <br />defer consideration of the five year Capital Improvement Plan to <br />the Regular Meeting of February 28, 1995, and was adopted by a <br />vote of 6-1(Pitts). <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Martin, to defer <br />consideration of the issuance of $8,000,000 of General <br />Obligation Bonds to the Regular Meeting of February 28, 1995, <br />and was adopted by a vote of 6-1(Pitts). <br /> <br /> Motion by Mr, Pitts, to adopt the Real Estate Tax rate <br />increase, and the motion was defeated due to a lack of a second. <br /> <br /> Motion by Mr. Clemons, to defer consideration of the Real <br />Estate Tax rate increase, and the motion was defeated due to a <br />lack of a second. <br /> <br /> MotiOn by Mr. Martin, and seconded by Mr. Clemons, to <br />defeat the Real Estate Tax rate increase, and was adopted by the <br />following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Robinett, Webb <br />Nays: Pitts <br /> <br />95-18 - Letter from the City Manager recommending adoption of a <br />resolution requesting that the Commonwealth Transportation Board <br />develop a new tourism program entitled Virginia's Civil War <br />Trails for the improvement of Civil War sites across the State. <br /> <br /> "The Virginia Division of Tourism and members of various <br />destination marketing organizations throughout the State are <br />working on developing a new tourism program entitled "Virginia's <br />Civil War Trails." Portsmouth is working with other cities <br />within our region to secure an Inter-modal Surface <br />Transportation Enhancement Act (ISTEA) grant to create signage <br />and interpretive progrsans for Civil War sites throughout our <br />area. We have identified three sites in Portsmouth: The Gosport <br />Shipyard, the Portsmouth Naval Hospital, and Olde Towne. <br /> <br /> As part of this grant process, each participating city or <br />county has been asked to adopt a resolution expressing their <br />support for this program. Portsmouth must contribute a 20% <br />match of $6,000 which will come from the 1995-96'Budget. This <br />will match the $24,000 from ISTEA. I, therefore, recommend that <br />you favorably consider this resolution." <br /> <br />Alan Cut;chin, 99 Patnor Drive, spoke in support of the new <br />program. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Griffin, to adopt <br />the following resolution, and waS adopted by the following vote: <br /> <br /> <br />
