<br /> On motion, the ~dvisability of issuing a duplicate deed to Mr. Gray for the half lot
<br />was referred to the Department of Public Welfare.

<br /> A stmm~ons was read in the matter of case ~f Rosa Solomon vs. the City of 'Portsmouth for
<br />damages to amo~at of $§,000.00, said c~se to be heard in the Hustir~s Cou~t on the first Monday
<br />in December, 1918; and on motion, the City Attorney was instru6ted to protect ~the City's inter-
<br />est in this matter.

<br /> A notice was read from ~he Board of Supervisors of Norfolk County stating that at~:~a m~eting
<br />of said Board held October 22, 1918, ~. j. Wiley Halstead was appointed Arbitrator for the
<br />County of Norfolk in ~the matter or-appraisement of the Ferries property.
<br /> On motion, was notice was o~dered to be filed.

<br /> A communication was read from the Housing Committee to Miss M~ude D. Hobbs concerning
<br />location of a Young Women's Christian Association Building in Portsmouth; but no action was
<br />taken on

<br /> ,A notice from the Portsmouth, Berkley & Suffolk Water Co. that bonds in the ~mount of
<br />$150,000. of the Berkley & South Norfolk Water and Electric Co. will become due on December
<br />1, 1918, at the Delsware Tr~st, Safe Deposit & Title Insurance Co., Chester, Pa., was referred
<br />to the Special Water Committee.

<br /> The following resolution was presented by Mr. Herbert, and same was adopted:
<br />
<br /> =WHEREAS, considerable legislation for the Protection of the City, citizens and other
<br />consumers will be necessary in regards to the establishing and opening of the Water Plant by
<br />the City of Portsmouth, and
<br />
<br /> =i~-~S, a Committee of Council should be appointed as a Special Committee, known as the
<br /> -ater Connnmttee, so tb~t the Council may be advised of the details of the Water Depa~_tm~t, and
<br />
<br /> ~WHEREAS, a Special W~te~ Committee has been in touch with the details from the beginning
<br />of the negotiations to the present time;
<br />
<br /> ~FOHE BE IT~SOLVED, that a Special Water Committee be created and known as a Perma-
<br />nent Water Co~ittee, whose duties will be to recommendto Council such resolutions and ordi-
<br />nances relative to the Water Pl~t.~
<br />
<br /> The Chairman of the Department of Finance moved that the matter of additional appropriations
<br />for Officers Salaries and Labor be referred to his Department, and that the City Clerk & Auditor
<br />be instructed to pay pay rolls for labor until the Council can make an appropriation for the
<br />same. The motion was adopted.
<br />
<br /> Mr. Herbert presented the Budget of Anticipated Receipts & Expenditures for the Year 1919,
<br />as submitted to ~ by the City Manager, and s~me was referred to the Finance Department.
