January 24, 1995 Motion by Mr. Hawks, the following resolution, vote: and seconded by Mr. Pitts, to adopt and was adopted by the following "A RESOLUTION ENDORSING THE CITY OF PORTSMOUTH'S APPLICATION UNDER THE INTER-MODAL SURFACE TRANSPORTATION EFFICIENCY ACT FOR A PROGP~a-M GRANT FOR THE RE-ESTABLISHMENT AND DEVELOPMENT OF THE HISTORIC FERRY LANDING AND STATION AT THE FOOT OF HIGH STREET. WHEREAS, the Inter-Modal Surface Transportation Efficiency Act provides funds to states for various projects, and that "Vision 2005" identified the re-establishment of the Historic Ferry Landing and Station as a priority element of the plan to revitalize Portsmouth; and WHEREAS, the Council of the City of Portsmouth, Virginia, desires to increase tourism by participating in such a program; and WHEREAS, the total amount requested for the grant is One Million Dollars ($1,000,000.00), with a twenty (20%) percent cash match required of the City should the grant be awarded to the City. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that an application be made to establish a program to help fund the re-establishment and development of the Historic Ferry Landing and Station at the foot of High Street." Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None 95-44 Letter from the City Manager recommending adoption of a resolution supporting a $250,000 ISTEA Grant to provide funds for development of a floating dock and a boat storage facility on the Crawford Bay. "The Hampton Roads Rowing Club has proposed that a floating dock and boat storage facility be developed for Crawford Bay. This dock would be used to launch rowing boats and other small boating crafts. Historically, Portsmouth has had a long history of rowing competition and boat clubs. As you know this tradition continues today in the form of the Crawford Crew Classic. Use of Crawford Bay for small boating crafts such as rowing boats is an opportunity which just recently presented itself. A $250,000 ISTEA grant is proposed as a means of funding the project. The cost of the 20% matching funds would be shared by the Hampton Roads Rowing Club and the City. Even though this proposal is still in the preliminary stages, and the City is not firmly obligated to go forward, your endorsement to pursue this opportunity is requested. I, therefore, recommend that you favorably consider this resolution to apply for ISTEA Grant funds for this project."
