January 24, 1995 <br /> <br /> Motion by Mr. Hawks, <br />the following resolution, <br />vote: <br /> <br />and seconded by Mr. Pitts, to adopt <br />and was adopted by the following <br /> <br /> "A RESOLUTION ENDORSING THE CITY OF PORTSMOUTH'S <br />APPLICATION UNDER THE INTER-MODAL SURFACE TRANSPORTATION <br />EFFICIENCY ACT FOR A PROGP~a-M GRANT FOR THE RE-ESTABLISHMENT AND <br />DEVELOPMENT OF THE HISTORIC FERRY LANDING AND STATION AT THE <br />FOOT OF HIGH STREET. <br /> <br /> WHEREAS, the Inter-Modal Surface Transportation Efficiency <br />Act provides funds to states for various projects, and that <br />"Vision 2005" identified the re-establishment of the Historic <br />Ferry Landing and Station as a priority element of the plan to <br />revitalize Portsmouth; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, <br />desires to increase tourism by participating in such a program; <br />and <br /> <br /> WHEREAS, the total amount requested for the grant is One <br />Million Dollars ($1,000,000.00), with a twenty (20%) percent <br />cash match required of the City should the grant be awarded to <br />the City. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that an application be made to <br />establish a program to help fund the re-establishment and <br />development of the Historic Ferry Landing and Station at the <br />foot of High Street." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-44 Letter from the City Manager recommending adoption of a <br />resolution supporting a $250,000 ISTEA Grant to provide funds <br />for development of a floating dock and a boat storage facility <br />on the Crawford Bay. <br /> <br /> "The Hampton Roads Rowing Club has proposed that a <br />floating dock and boat storage facility be developed for <br />Crawford Bay. This dock would be used to launch rowing boats <br />and other small boating crafts. Historically, Portsmouth has <br />had a long history of rowing competition and boat clubs. As you <br />know this tradition continues today in the form of the Crawford <br />Crew Classic. <br /> <br /> Use of Crawford Bay for small boating crafts such as <br />rowing boats is an opportunity which just recently presented <br />itself. A $250,000 ISTEA grant is proposed as a means of <br />funding the project. The cost of the 20% matching funds would <br />be shared by the Hampton Roads Rowing Club and the City. Even <br />though this proposal is still in the preliminary stages, and <br />the City is not firmly obligated to go forward, your <br />endorsement to pursue this opportunity is requested. <br /> <br /> I, therefore, recommend that you favorably consider this <br />resolution to apply for ISTEA Grant funds for this project." <br /> <br /> Motion by Mr. Griffin, and seconded by Mrl Martin, <br />adopt the following resolution, and was adopted by the <br />following vote: <br /> <br />to <br /> <br /> "A RESOLUTION ENDORSING THE CITY OF PORTSMOUTH'S <br />APPLICATION UNDER THE INTER-MODAL SURFACE TRANSPORTATION <br />EFFICIENCY ACT FOR A PROGRAM GRAi~T FOR THE DEVELOPMENT OF A <br />FLOATING DOCK ON CRAWFORD BAY TO LAUNCHROWING BOATS AND A BOAT <br />STOP, AGE FACILITY. <br /> <br /> <br />
