January 24, 1995 <br /> <br />~ WHEREAS, theInter~Moda! Surface Transportation Efficiency <br />Act provides funds to states for various~projects, and that <br />,Vision 2005" identified Crawford Bay for an extension of the <br />marina and/or use for small boating craft; and <br /> <br /> WHEREAS, i~terest has been expressed in the development of <br />a floating dock on Crawford Bay to launch rowing boats and a <br />boat storage facility which could be used for the Crawford Crew <br />Classic; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, <br />desires to increase recreational tourism activities by <br />participating in such a program; and <br /> <br /> WHEREAS, the total amount requested for the grant is Two <br />Hundred Fifty Thousand Dollars ($250,000.00), with a twenty <br />(20%) percent cash match required of the City should the grant <br />be awarded to the City. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that an application be made to <br />establish a program to help fund the re-establiskment and <br />development a floating dock on Crawford Bay to launch rowing <br />boats." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-45 Letter from the City Manager recommending adoption of a <br />motion to transfer $165,570 from the Grants Contingency Account <br />for the first year of the COPS Phase I Progr~un, and to accept an <br />award,by the United States Department of Justice, COPS Office. <br /> <br /> "The COPS Office, U.S. Department of Justice, has awarded <br />the Police Department $307,885 to partially fund the salaries <br />and benefits of 9 additional police officers over a 3-year <br />period. This influx of federal funds will allow for the <br />formation within the Police Department of a "Community Policing <br />Team" which will be deployed in the City's housing parks and <br />other areas with similar socioeconomic profiles and crime level. <br /> <br /> The federal and local contribution ratios are 75/25 for the <br />first year, 50/50 for the second year, and 25/75 for the third <br />and final year. Cumulative salary and benefits expenditures for <br />the 3 years will be approximately $650,707. The first year's <br />award is a total of $165,570 with 75% being funded by the <br />Federal goverrunent {$124,178) and the balance of $41,393 being <br />the City's required 25% match. <br /> <br /> Given the critical need for Police personnel and our <br />obligation to improve the quality of life of the citizens of the <br />City of Portsmouth, I recommend the acceptance of the award by <br />the COPS Office and your approval of a motion to transfer <br />$165,570 from the Grants Contingency Account." <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to <br />transfer $165,570 for the first year of the COPS Phase I <br />Program, and to accept an award by the United States Department <br />of Justice, COPS office, and was adopted by the following vote: <br /> <br />Ayes: Clsmons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-46 Letter from the City Manager recommending adoption of a <br />motion to receive the 1993/94 Comprehensive Annual Financial <br />Report (CAFR), and the Quarterly Financial Report for the period <br />ended December 31, 1994. <br /> <br /> <br />
