January 24~ 1995 <br /> <br /> ,The Police Department would likelto amend City Code <br />Sections 22-88, 22,567, 22-582, 22-583, 22-611, 22-613, 22-616, <br />22-6~2, 22-643, 22-644, 22-664 and 22-666 pertaining to Motor <br />Vehicles and Traffic, <br /> <br /> The specific proposals deal with operation of vehicles <br />without plates, sticker or decals, parking in public lanes, <br />parking in spaces reserved for persons with disabilities, <br />general parking violations, specific times when provisions <br />apply, and related penalties. The modifications to the City <br />Code will allow the Portsmouth Police Department to participate <br />in regional traffic and parking enforcement agreements, and will <br />update the schedule of fines to bring it in line with other <br />localities. The ordinance should go in effect March 1, 1995 in <br />order to allow sufficient time to print the proper parking <br />citations. <br /> <br /> Given the potential impact on parking and traffic control, <br />as well as the stricter fine collection procedures, I recom~end <br />the adoption of the proposed changes to the City Code." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts, to adopt <br />the following ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER 22 OF THE CODE. OF THE CITY <br />OF PORTSMOUTE, VIRGINIA (1988), BY AMENDING AND RE-ORDAINING <br />SECTIONS 22-88, 22-567, 22-582 (B), 22-583 (A) AND (C), 22-611 <br />(A) {2), (B), (C) AND (E), 22-613, 22-616, 22-642 (A), (B) AND <br />(C) AND (E), 22-643, 22-644, 22-664 (B) (2) ~ (C) AND 22-666, <br />PERTAINING TO MOTOR VEHICLES AND TRAFFIC." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-41 Letter from the City Manager recon~nending adoption of a <br />resolution authorizing the City Manager to enter into a regional <br />agreement to enforce local motor vehicles license requirements <br />with other jurisdictions. <br /> <br /> "Section 46.2-752K of the Code of Virginia, 1950, as <br />amended, authorizes cities and counties to enter into agreements <br />for the regional enforcement of local motor vehicle licensing <br />requirements. Law enforcement officials and Commissioners of <br />the Revenue have expressed their support for such an agreement, <br />which would allow the Portsmouth Police Department to take <br />enforcement action upon non-compliant vehicles registered in any <br />of the participating localities. <br /> <br /> This agreement would benefit law enforcement and would <br />enhance the fair and equitable assessment of taxes. <br />Accordingly, I recommend your adoption of this resolution." <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Hawks, to adopt <br />the following resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MA/~AGER TO ENTER INTO A <br />COMPACT FOR THE REGIONAL ENFORCEMENT OF LOCAL MOTOR VEHICLE <br />LICENSE REQUIREMENTS WITH OTHER LOCAL JURISDICTIONS. <br /> <br /> WHEREAS, the Commonwealth has enacted legislation which <br />provides that cities and counties may enter into Compacts for <br />the Regional Enforcement of Local Motor Vehicle License <br />Requirements; and <br /> <br /> WHEREAS, LaW Enforcement Officials and Commissioners of the <br />Revenue in the Tidewater Region of the Commonwealth have <br />expressed their belief that such Compacts would be beneficial to <br />law enforcement and would enhance the fair and equitable <br />assessment of taxes. <br /> <br /> <br />
