January 24, 1995 <br /> <br /> These pro]ects are consistent with the priorities we <br />presented at the annual pre-allocation hearing held in Suffolk <br />in the Spring of this year. In order for the Virginia <br />Department of Transportation to begin work on these projects, <br />the attached resolutions for each project must be adopted. <br /> <br /> The Director of Public Works recommends your approval of <br />the resolutions for improvements to Tyre Neck Road and West <br />Norfolk Road. I concur with the Director of Public Works and <br />therefore, recommend your approval of this item." <br /> <br /> (a) A resolution requesting VDOT to establish as an Urban <br />Highway Project, improvements to Tyre Neck Road from the City's <br />Southern limits on s~une to West Norfolk Road. <br /> <br />Motion by Mr. Hawks, and seconded by Mr. Robinett, to <br />defer consideration of the resolution until the regular meeting <br />of February 28, 1995, and was adopted by a vote of 6-1(Clemons) <br /> <br /> {b) A resolution requesting VDOT to establish as an Urban <br />Highway Project, improvements to West Norfolk road from <br />Churchland Boulevard to Cedar Lane. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Hawks, to defer <br />consideration of the resolution until the regular meeting of <br />February 28, 1995, and was adopted by a vote of 6-1(Clemons). <br /> <br />CITY MANAGER'S REPORT - <br /> <br />95-39 Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $25,000 from the Capital <br />Improvements Fund for the construction of a second Woodrow <br />Wilson Little League ballfield. <br /> <br /> "During the past year the John Tyler Soccer Association <br />and Wilson Little League lost one of their two ballfields as a <br />result of improvements made to School Board property. This <br />Little League is a growing and vital organization that has long <br />served hundreds of city youth. The second field is necessary <br />in order to conduct a safe and effective program. <br /> <br /> The Director of Leisure Services reco~ends that <br />construction of a second field begin as soon as possible so <br />that it will be ready for the Spring 95 season. It is <br />estimated that this field can be constructed at a cost of <br />$25,000. <br /> <br /> I concur with the Director of Leisure Services and, with <br />your approval of this item, the balance in the Capital <br />Improvements Fund will be $9,095,926." <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Robinett, to <br />adopt the following ordinance, and was adopted by the following <br />vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $25,000.00 FROM THE CAPITAL <br />IMPROVEMENTS FI/ND FOR THE CONSTRUCTION OFA BALLFIELD BEHIND <br />HUNT MAPP MIDDLE SCHOOL, FOR SOCCER AND LITTLE LEAGUE BASEBALL <br />PROGRAMS." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-40 - Letter from the City Manager recommending adoption of <br />an ordinance to amend Chapter 22 of the Code of the City of <br />Portsmouth, Virginia by amending and reordaining Sections <br />22-88, 22-567, 22-582, 22-583, 22-611, 22-613, 22-616, 22-642, <br />22-643, 22-644, 22-664 and 22-666 pertaining to motor vehicles <br />and traffic. <br /> <br /> <br />
