P. <br /> <br />Nay 13, 1919 <br /> <br />np ~ and -Pead: <br /> AN ORDINANCE TO PROHIBIT THE USE 0F THE 0HE mN CAR ON 0H 0¥~H T~UE STREETS OF TEE <br />CITY OF PORTSMOUTH, AND TO IMPOSE ON MOTORMEN AND CONDUCTORS 0~ STREET CARS CERTAIN DUTIES. <br /> <br /> Whereupon, th~ privilege of the floor was granted to any one ~mesent who might be later- <br />coted in the ordinance. <br /> Mr. Venable, of the Virginia Railway & Power Co~, spoke in opposition to the ordinance <br />and presented a petition signed by certain citizens of the City requesting t~bat the "one man <br />ca~" be retained. Mr. Dunn spoke also in favor of the oar. Mr. McGehee spoke in favor of the <br />ordinance. Others also spoke on~ the subject. <br /> Then Mr. Herbert moved to-amend section 1 of the ordi~anoe by making the date~"on and <br />after the 20th day of May, 1919," in~tead of "on and after the 15th day of May, 1919.'' <br /> The mo~ion w~s adopted', and then the ordinance, as amended,was adopted .and by the follow- <br />fag vote: <br /> Ayes-- Claud, Culpepper, Deans, Hanvey, Herbert, Wright, 6. <br /> <br /> The-following ordinance, which had been ordered to lie on the table April 22nd, was taken <br />up and read: <br /> AN ORDINANCE TO AME~\~D AND RE-ORDAIN SECTION 301 OF THE CIT~ 0RDIKANCES AS AM~I~DED <br />IN P~LATION TO T~IE POLICE FORCE. <br /> <br /> On motion, the ordinance was amended so as to read one Assistant Chief of PoliCe and <br />three Captains of Police, instead of One Captain Of Police and three Lieutenants of Police. <br /> Then the ordinance was adopted, as amended, .and by th.e following vote: <br /> <br /> Ayes-- Claud, Culpepper, Deans, Hanvey, Herbert, Wright, 6. <br /> <br /> The reports of the City Treasurer, City Collector ~nd City Clerk & Auditor were presented <br />and were ordered to take the usual course. <br /> <br />BUSINESS <br /> <br /> Mr. Herbert presented a notice'fromtheSchool Board that there is needed to'paybills <br />for the month of Aprilu~der the-New High Scho$1 BdildiD~& Equipment Accounts the following <br />amounts: Bdildt~g Account,'$~01~8~ Equipment, $1,55~0. <br /> On motion, said notice was referred to the Finanse Department. <br /> <br /> A Cu~u~ication was read from certain property owners of North Cooke street, from Ann to <br />the end of Cooke, calling attention to the deplorable Condition of the bed of said street; and <br />to %he fact that same is not included in the paving program. <br />On motion, the privilege of the floor was g~anted tc L. H. Riche~dson, who spoke with <br />regard' to the petition.
