P. <br /> <br />~ay 90, 1919 <br /> <br /> An Ordinance Providing for the Sanitation of Slaughter- Houses, Abatt~irs, Packing Houses, <br />Sausage Factories, Rendering Plants and Other Places where Animals are Slaughtered for Sale for <br />~'F~od or Where Animal Carcasses or Part~ Thereof are Prepared for HurmanFood; Providing <br />fo~tthe Issuance of Permits to Such Establisbmaents; Pro~iding for Inspection of Meats and for <br />the Ante-mortem Inspection of Animals Slaughtered for Sale for Huma~ FOod; Creating the Office <br />of-Meat inspector and Providing his Compensation; Defining Violations of the Ordinance and Fix- <br /> <br />Penalties Therefor. <br /> <br /> The following opinion was read from the <br /> <br />"Department of Law, <br /> <br />City Attorney concerning the ordinances: <br /> "May 20th,~ 19'19. <br /> <br />City Council, <br /> <br /> PortsmoUth, Va. <br />"Gentlemen:-- <br /> I have examined the Ordinances submitted to me, designated: <br /> <br />('a) An Ordinance Providing for the Sanitation of Slaughter Houses, &e. <br /> <br /> (b) <br />m~nt; and <br /> <br />(e) <br /> <br />An Ordinance tO amend and Re-ordain the Ordinance in reference to the Health Depart- <br />An Ordinance Governing the, Proper Sanitation of Soda Fountains, &c. <br /> <br />I find the~ sa~.~e in'proper form and know of no legal objection to their passage. <br /> <br /> In the first mentioned ordinance, relating to Slaughter HoUses &C., I find in Section 6 an <br />apparent error, which should~e corrected, In that' these¢ond paragraphreads: ~All carcasses <br />or. parts of carcasses which are found after such inspection to be unwholesome' and unfit for <br />human-food, shall be marked or stamped by the meat inspector "Portsmouth Inspected and Passed~ <br />this should read ~Wholesome and fit for human feed.' <br /> <br /> I find also What seems to me to be a conflict between Section 5 and Section 7 in'reference <br />to the inspectors fees. <br /> <br /> ~Section 10 Mays as follows- 'The ~eat Inspectors are authorized official iS'hereby char~ed' <br />&c. Are no doubt~ is intended to be or but the ordinance pro~ides' for, and 6reates the office <br />of 'e~t InspectOr' and does not prOVide for ar~y othe~ authorized official; I, therefore, think <br />.that the words 'or authorized official' should be eliminated. <br /> <br />"Respectfully, <br /> <br />Jno. ~. Happer, City Attorney." <br /> <br /> On motion, the ordinances were ordered to lie on the table until the next meeting of the <br />Council. <br /> <br />~ BUS i!~SS <br /> <br /> A commj~ication was read from. the Central Improvement Leagu* bndorsing ~etition of merchants <br />and property owners to have paved the west sid~ o~ Orawford street, beginning at High street <br />and extending same to South street; and same was referred to the Department of Public Service <br />and City Manager. <br /> <br /> A co~m~unication was received from the Central Improvement League endorsing petition of mer- <br />chants and property owners on High street, west of Chestnut, to have sidewalk~paving of a reason- <br />able width along this street. <br /> On'motion, the oomm~n~ication was referred to the Department of P~blic ServiCe and <br />City Manager. <br /> <br /> A petition from ~ertain merchants on High street, between Chestnut and~Pes~!, to-have a <br />light installed and maintained in the re~ of buildings occupied by Eetzer-Hamper Motor Corpora- <br />tion and other fi~ms on said street, was referred to the Department of Public Safety and City <br />Manager. <br /> <br /> ~ ~o~ication was read from the Contra! Improvement League endorei~ng a petition of met. <br />c~ntS~and property owners-on High street, west of Chestrro%, to have the "White Nay" extended; <br />and same was referred to the Department of Public Safety and City Manager. <br /> <br /> A request from the South Hill Manufacturing Company tO be allowed to close Eighth Street <br />in the Ninth Ward, was re~erred to the Department of Public Service. <br /> <br /> On motion of Mr~Herbs~t~ the advisability of an automobile for the Chief of Police was <br />referred to the ~P~blic Safety~Dep~rtment. <br /> <br /> 0n motion of Mr. Herbert, an appropriation for exper~es of~the Chief of Police to the Con- <br />vention of Police Chiefs was referred to the Finance Department. <br /> <br /> Mr. Herbert moved t~t special appropriatiOnS ~f $!2~, and $~8. be allowed for Fire Oepart- <br />merit buildings and Buildings at the Stables, respectively~ <br /> The motion was a~pted by the fo!lowimgvote: <br /> -Ayes-- Claud,'Culpeppe~, Dean~ <br /> Hanvey, Herbert, Wright, <br /> <br /> Mr. Deans moved that the Clerk be instr~.cted to call the City M~nager~s attention to the <br />fact. that ~_he Police Department,has not been notified Of the ordinance in regard to the "one-man <br /> <br /> <br />
