June ~V, 19t9 <br /> <br />At a regular meetin~ of the City Couucil June 17th there were present: <br /> <br />Messrs-- T. A. Btuuting, M. P. Claud, W. H. C~lpepper, <br /> ~ C. D~ Deans, J. T. Hanvey, C. H. Herbert,~ <br /> E. H. Wright, 7. <br /> Also the City Manager. <br /> <br />The minutes of the re ~lar meeting June I0th were read and were approved. <br /> <br /> At this point, on motion, the privilege of the floor was granted to R. A. Hutchins, Jr. <br /> Mr. Hutchi~ spoke with regsu~d to his bill for $1!00. for services rendered in connection <br />with the ferr~ appraisal. He stated that he had been allowed $500.~by the CoUncil but that $500~ <br />was not satisfactory to him, and that he had corresponded with the City .Manager as to his claim. <br /> The City ~anager spoke as to the matter and ~. Wright stated that he thought the ferr~y <br />proposition had been closed <br /> Then the City ~uuager stated tl~t he woul~ get up the correspondence in connection with <br />the matter and refer it to the proper department ~0r report to the Council° <br /> <br /> The privilege of the floor was e~tended to a resident of Armstrong street, between Villa <br />and Leckie, who requestedthat the roadway of eaid street be paved; and same was referred to the <br />Public SerVice Department. <br /> <br /> The privilege of the floor was granted also to Mr~ Ma~riee ~dgins, representing the Ro~ary <br />Club, who spoke as to restoration of the Norfolk & Washington Steamboat Col toPortsmouth and <br />asked~ the co-operation of the Council. He stated that he thought the service could b~ restored <br />but that application would D~ve to be made to th? State Co~poration Commission in formal petition. <br /> Whereupon, Mm. Wright moved that the City Attorney be instructed to tAke'such steps as <br />may be necessary to have the service bf said Company~restored between Washing~on~and Portsmouth; <br />also to co-operate with anv civic body taking steps in this direction. The motion was adopted. <br /> <br />REPORTS OF DEPART~AwfS <br /> <br /> Reported "Progress" onalImatters referTed, w~h exception of the commUnication <br />from the Methodist Ninisters protesting against the holding of carnivals in.the City, on which <br />the Chairman stated that the City has ordinances prohibiting the holding, of cs~nivals; and Mr. <br />Wright spoke on the subject. <br /> <br />Public Service-- <br /> <br />ReferTed June 10th' <br /> <br /> (With City ~'.~_uager) A petition of certain taxpayers and residents cluett street that <br />said street be paved. <br /> it is recommended that Emmett street be paved, from Chestnut to Green, at an estimated <br />cost of $8,09~.00. <br /> <br />Advisability of paving Green street, from High to County. <br /> It~ is reoomlaended that said street be paved, at an estimated cost of $4,636.00. <br /> <br />Referred May 20th <br /> <br /> (With City Nanager) Communication f~om the Central Improvement League endorsing petition <br />of merchants and property owners to t~v~ paVed"'the' wast side ef Crawford street, beginni~g at <br />P~igh street and extending same to South Street. <br /> It is recomm'ended that said street be paved, from High to South.. <br /> <br /> It is further recommended that Green street be paved, ~rom North to High, at an esti- <br />mated cost of $9,22~.00. <br /> <br />(Signed) <br /> <br />W. Culpepper, ~Chairman. <br /> <br /> On motioh, the report was adopted, the recommended appropriations being ~eferred to the <br />Finance Deoa~ tment. <br /> <br /> On motion, tt~ a~visability of .paving Gpeon street, from County to So, tn, was referred <br />to tl~ t~ic: S6~v~ce-~DePartment. <br /> <br />Public Property-- <br /> No report. <br /> <br /> Public Safety-- <br /> Recommended that the salaries of the fireme~ and p~liCemen be increased, <br />per their request therefor. <br /> On mo~ion, s~me was referred to the Finance Department for action as early as ~essible. <br /> <br />Public Welfare-- <br /> No report. <br /> <br />Finance-- <br /> <br />Referred June lOth <br /> <br /> An appropriati*n of $3,000. to repai~ and oil Broad street, also to surface the old ~A%cadam <br />Road in Port Norfolk. Progress as to same. <br /> <br /> Reports of the City T~easurer, City Collector, and City Clerk & Auditor, for the month of <br />May, 1919. <br /> We have examined these reports and it is recommended that they be filed. <br /> <br /> <br />
