<br /> 8th. Reoon~nending that the Cmt~ purchase an Elgin Street Sweeper at a cost of $6,000. f.o.
<br />b. Portsmouth; and same was referred to the Department of Public Service.

<br /> 6th. Reconm~endation that Navy Mard pay be granted the laborers on the streets, which is
<br />$3.~8 for 2nd class labor and $3.68 for 1st class labor; provided the laborers can pass a phy-
<br />sical examination under the rules and regulations to be established by the ~edical Department
<br />of the City of Portsmouth, practically the same as is now required by the Government at the
<br />Navy Yard; and provided ftu~ther that no laborer is to be paid the above ra~es if their age ex-
<br />ceeds ~0 years, and in such cases where the age limit applies and the physical examination is
<br />waived, a rate of pay not exceeding $3.00 per day shall be established.
<br /> On motion,~the recommendation was referred to t~e Department of Public Service.

<br /> ~th~ Reconmzendation that the petition of the Policemen and Firemen for an increase in
<br />pay to $4.00 per day be g~anted and that the-pay of the~ Officers be increased proportionately,
<br />provided the men can pass a physical examination under such rules and regulations as may be
<br />adopted by'the Medical Deps_~tment of the City; and pro?ided further, that in such cases where
<br />they fail -to pass the physical examination, the City Manager to have the right to assign them
<br />to-such duty at a rate of pay not e~eeding the p~esent rate.
<br /> On motion, the reco_~mendation was referred to the Department of ~blic Safety.

<br /> 8th. ReconmmSndationSZaat the City Attorney be empowered and instructed to acquire by
<br />either purchase, ~ift or conde~tion proceedings, an entire City block within the City of Ports-
<br />mouth to be designated by the City ~ouncil and Board of SupervisSrs as a Cmvmc Centre. He al-
<br />so submitted sketches and estimates as to same.

<br /> At this point, the Public Property Department presented the following resolution, which
<br /> was adopted, the recommended appropriation being referred to the Finance Department, and same
<br /> was ordered to be sent to the Board of Supervisors of N~rfolk County requesting favorable action
<br /> by that body' on same:
<br /> "WP~REAS, It is the wishes of the Cour~cil of the City of Portsmouth and
<br /> the Board of Supervisors of Norfolk Century to ascertain more in detail the operation, cost and
<br />~methods used in the construction and improvement of the Ferries, and
<br />
<br /> "Wi*r__~REAS, The respective bodies above mentioned desire to request personal representation
<br />at the head office of the Ferries,
<br />
<br /> "THEREPOP~E, BE iT RESOLVED, That the City of Portsmouth and Norfolk County jointly resoect-
<br />fully petition the officials of the U. S. Govern~aent mn charge of the Ferries to allow a co~-
