0O2 February 13, 1995 Pastor David Alexander, 1 Afton Parkway, spoke in support of the application. Sharon Jernigan, 77 Gillis Road, spoke in support of the application. Motion by Mr. Pitts, and seconded by Mr. Griffin, to defer action on UP-95-03 to the Public Hearing meeting on March 13, 1995. Substitute motion by Mr. Clemons, and seconded by Mr. Hawks, to approve the application on first reading with two additional conditions: 7. Use permit would be non-transferable; and 8. As agreed by the applicant, church services would be limited to Friday and Saturday services including Christmas and Easter, and was adopted by a vote of 6-1 (Griffin). (e) Z-95-04 DOWNTOWN NEIGHBORHOOD - Request by Marvin Goldfarb to rezone property at 2106 County Street from Downtown Industrial D-2-I to Downtown Office D-2 -0. Motion by Mr. Hawks, and seconded by Mr. Robinett, to concur with the recommendation of the Planning Commission, Z-95-04 be approved, and was adopted by unanimous vote. that (f) CP-95-01 COMPREHENSIVE PLAN AMENDMENT - An amenclment to the Comprehensive Plan for the City of Portsmouth to adopt and incorporate by reference "VISION 2005, A STRATEGIC PLAN FOR ECONOMIC AND COMMUNITY DEVELOPMENT MID-TOWN TO DOWNTOWN". This document has also been referred to as the Economic Development Plan. James Griffin, 1528 Maple Avenue, spoke on the Prentis Place neighborhood's inclusion in the Vision 2005 plan. Motion by Mr. Pitts, and seconded by Mr. Martin, to concur with the reconunendation of the Planning Commission, that CP-95-01 he approved, and was adopted by a vote of 6-1 (Clemons). Motion by Mr. Pitts, and seconded by Mr. Clemons, to go into Executive Session pursuant to provisions of Section 2ol-344 of the Code of Virginia for the following: (1) Discussion or consideration of the use of real property for public purpose or the disposition of publicly held real property in the PortCentre, downtown and central portions of the City as permitted under Subsection (A) (3);
