001 February 13, 1995 At the Publi~ Hearing Meeting of the City Council held on Monday, February 13, 1995, there were present: Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, J~unes C. Hawks, James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., V. Wayne Orton, City Manager, Stuart E. Katz, City Attorney. Vice Mayor Clemons opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. The Mayor called the meeting to order and welcomed all in attendance. 95-63 Public Hearing on rezonings, use permits and the Comprehensive Plan: (a) Z-95-01 HODGES MANOR NEIGHBORHOOD - Request of Mohsen Tavakoli to rezone property at 901 Hodges Ferry Road from Commercial C-1 to Commercial C-2 to operate a used car dealership. Mike Tavakoli, 901 Hodges Ferry Road, requested a 30-day deferral of his application. George M. Rose, 6407 Portsmouth Boulevard, spoke in opposition to the rezoning application. Motion by Mr. Griffin to defer Z-95-01 until the Public Hearing meeting of March 13, 1995, and the motion died due to a lack of a second. Motion by Mr. Clemons, and seconded by Mr. Martin, to concur with the recommendation of the Planning Commission, Z-95-01 be denied, and was adopted by the following vote: that Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None (b) Z-95-03 WESTHAVEN NEIGHBORHOOD - Request of Lloyd W. Beazley, Jr. to rezone property at 3705 Arlington Place from Residential RM-75 to Office Residential OR-75-K (Conditional). Lloyd Beazley, 3186 Reese Drive, Firefighters Local 539, spoke in application. representing the Portsmouth support of the rezoning Motion by Mr. Clemons, and seconded by Mr. Robinett, to concur with the recommendation of the Planning Commission, that Z-95-03 be approved on first reading, and was approved by unanimous vote. (c) UP-95-02 WESTHAVEN NEIGHBORHOOD - Request of the Hackers Club, Inc., for a use permit to operate a non-profit membership organization at 3970 Turnpike Road. Motion by Mr. Robinett, and seconded by Mr. Pitts, to accept the request of the applicant to withdraw their use permit application, and was adopted by unanimous vote. (d) UP-95-03 CRADOCK NEIGHBORHOOD - Request ~f David Alexander for a use permit to have church activities at 53 Alton Parkway.
