September 9, 1919 At a reg~ls~ meeting of the City Codicil September ~th there were present: Nessrs-- T. A. B~tuting, E. P~ Claud, W~ H. Culpepper,- J. T. Hanvey, C. E. Herbert, E~ H. Wright, Also the City Manager. The minutes of the regular meeting August !gth and special meeting September 1st were read and were approved. No report. REPORTS OF DEPART2~NTS Public Property-- No report Public ~ervmce-- Referred A~ust 19th Rec6mmendation of ~he City .~nager that the City Attorney be authorized to acquire by'gift, pUrchase, or condem~ation, land for the Opening of the following streets~ E~-eventh average, North to Glasgow; Fourth aven~e, Queen to Glasgow; and Cooke, Columbia to South. A communication from the City ~ianager advising that he has granted permission to The less Street System CO. to place on 'the street~ of the City cans for trash; the oans to ~be nished free of cost and to be painted and maintained by said Company. It is recomm~ended that the action of ~e City Manager be approved. A?ommunicati~n from the City Manage~ requesting approval ofc~ntract for sale of stone removea from the highways at the rate of ~20.00 per thousand; the City--er having acknowledg- ed the contract. It is reco~ended t~hat said contract be approved and executed. Recommendation of the City 2~n~ger that the City Attorney furnish the City Council his written~pir~ion as to the legality of Chapter ~ of the Acts of 1918,~ atlowi~ citiesto dispose of the unused portion of any lot o~ p~rt thereof when acquired for the widening of streets, occasioned by the.petiti6n.0f ~s. F. S. Rollins in regard to th~ t~iang~lar piece of gro~md at the northwest intersectmon of Court and ~ythe streets. Progress. Recommendation of the City Manager that the Council consider the water front property at Pinne~s Point, and the construction of houses on the same, on the property near the main channel of Souther~ Railway and to whIchwould be extended the Norfolk and Po~tsmc~th Belt Progress. Culpepper, On motion, the ~eport of the Department was adopted. the Public Safety-- No report Public Welfare-- Referr~ed August 19th A resolution of the Boa~d of Health req~$.ting that the night soil ¢ontraeto~ deviate from his specified route and make such removal of night soil in th~.Eighth Ward as is_l ~b~olnt~ly necessary in ~he opl~ion of the-Health Officer not to exceed once 'every thirty d~ys.
