<br /> "WHEEEAS, an Ordinance has been adopted on its first readi~ and is now being advertised
<br />and is empected to be acted upon at an adjourned meeting of the City Co, oil, September l~th,
<br />1919, t~e purpose of which is to grant ~o the Railway' Com~ny, antnc~ea? in car fares f~o~
<br />si~ tickets fo~ twenty-liv~ cents, or fou~ ~nd one si~th c~nts each to siE cents ea6h, or an
<br />increase of one and five sixths cents per fare 'which is over forty percent increase, and
<br />
<br /> "WP~REAS, at a conference held between the City0fficials and the Officials of the Railway
<br />Con~any, the President of the Railway Company stated that he wou~d take up the matter of re-
<br />routir~ and ~ettering the conditions in the 'City ef Portsmouth, Va., whenever the Council was
<br />willing to g~ant an increase, and

<br /> "WHE~REAS, The 0rdinanoe~granting an increase does not specify,nor give anyone authority to

<br />to double certain tracks and to lay new tracks; aisc to reqUire new~ equipment a~d bhe im~rove-
<br />~nt of old equipment for the purpose of bettering the street car conditions in the City of
