<br />/~ At this point, the Department of Public Welfare made the foilowin~ report on bids received'
<br /> for erection of a bridge over Bains Creek, from the west end of King street to the Olive Branch
<br /> Cemetery:

<br /> "Gentlemen:--
<br /> Hereto attached is a tabulated statement of bids received at noon, ~eptember
<br />!5th, 19!9, for the construction of a bridge over Bains Creek from the w~st end of Ki~ St. to
<br />the Olive Branch Cemetery.
<br />
<br /> "You will note'from the tabulation that the bid of the Virginia Bridge &.Iron Co. is the
<br />lowest and best bid, which calls for a concrete base for each bent resti~ on piles, using the
<br />steel g~ters and "1" beams for the Joist.
<br />
<br /> "Their bid does not include the fill at each end as shown on original plans, which would a~d
<br />$2,~00.00 additional, making a total complete as per their design of $28,050.00.
<br />
<br /> "In_ lieu of the fill to construct the bridge complete from High Ba~_ks on one side to high
<br />banks on the other side, an increase of approximately 1VB feet, or .making a total of 881 feet;
<br />also shortening.the spans to 29 Feet instead of ~2'feet 9 inches, ~hereby giving additional
<br />strength sttfficment to place at any time in future, asphalt floor for a lump sum of $~9,8~0,00.

<br /> "Tour conm~ittee therefore respectfully r~comuends that the bid of the Virginia Bridge & Iron
<br />Co. be accepted.

<br /> "I consider we were very fortunate in securing alternate design for a steel bridge and that
<br />the said bid is in conformity to the advertisement and bids submitted.

<br /> Whereupon, the following resolution was offered:
<br /> "Be It Resolved by ~he Council of the
<br />City of Portsmouth, Va., That an appropriation of $31,000. be made for the ~onstruetion of the
<br />bridge, and that the City ~,_~ger be i~s~ructed to make a contract with the Virginia Bridge &
<br />I~on Co. for the erection of~same.'!$$~,~6~.O0 to be for construction of bridge and $1,360.00
<br />f6r services of an inspector.
<br />
<br /> 0n motion, the recsmmended appropriation of $31,000. was referred to the Finance Department
<br />and the City Manager was instructed to make contract with the Virginia Bridge & ~ron Co. for
<br />the erection of same.
<br />
<br /> On motion, the privilege of the floor was granted representatives of A!sop & Pierce and the'
<br />Virginia Bridge & Iron Co., ~ho spoke as to t~ir bids on the said bridge.
<br />
<br /> The Department of Public Service submitted the following report, which was adopted:
<br />
<br /> "In reference to the eonmmtuication of the City ~nager in regard to o~ni~g Race Ave.,
<br />from Elm Area to Naple St., yd~r Department of Public Service would recormuend that P~ce Ave.,
<br />from Elm Ave. to Gander Creek, be opened, width of same to'be twenty-fi~e feet; and that the
<br />City Attorney be instructed to acquire lots #164, 165, 344, 345 and 49V, plan of Prentis Place
<br />by gift, purchase or condenmation.
