<br /> The Department of Public Service presented the following ordinances and resolution in con-
<br />nection with same:
<br /> An Ordinance Requiring the Street Railway Companies to Repair T~acks, Notice
<br />of S~me and Penalty for Failure.
<br />
<br /> An Ordinance to Require the Railway Companies to Keep Cars Neat and ~chinery inGood Order.
<br /> Resolution in Regards to Impro ~ Street Car ~ondzt~on~ in Portsmouth, Virginia.

<br /> "i'~AS, an Ordinance ha~ been adopted on its first reading and is now being advertised
<br />and is eEpected to be acted upon at an adjourned meeting of t~e City Council, September 19th,
<br />1919, the purpose of which is to grant to the Railway~Company, a~ increase in car fares from
<br />si~ %~okets fo~ twenty-five cents, or four and one sixth cents each to six cents each, or an
<br />increase of one and five sixths cents per fare which is over forty percent increase, and
<br />
<br /> "WB~EAS, at a cor~ferenee held between the City Officials and the Officials of the Railway
<br />Company, the President of the Railway Company stated that he would take up the matter of re-
<br />routing and ~bettering the conditions in the City of Portsmouth, Va., whenever the Council was
<br />willing to grant an increase, and
<br />
<br /> "WHEREAS, The Ordinance granting an increase does not specify,nor give anyone authority to
<br />specify improvements or betterm, ents in'the City of Portsmouth, and zt this time a Resolution in
<br />connection with this Ordinance notifying the Company of the City's intention to require better
<br />facilities and service, including tracks and equipment should be passed.

<br /> ~Ti~E~ORE, BE IT RESOLVED, That the City Manager is hereby authorized and instructed to
<br />take up with the Officials of the Railway Company, the re-routing of the oar lines as now exist,
<br />and to s~bmit a recommendation for an Ordinance granting the Privilege to remove ~ertatn tracks,
<br />to double certain tracks and to lay~ new tracks; also to require new equipment and the improve-
<br />~rnt of old equipment for the purpose of bettering the street oar conditions ~n the City of
<br /> tsm~outh, Va.
<br />
<br /> "Said negotiations and recommendations to be submitted to Council within sixty days after
<br />the adoption of this Resolution. The City of Portsmouth will ezpect that a fair percentage o~
<br />~he increased revenues will be eEpended by the said Company for the bettering of the e~isting
<br />conditions each year.
<br />
<br /> "BE IT F.URTHER RESOLVED, ~hat this Resolution be passed before the final passage of the O~-
<br />dinance granting the increase mn fare. ....
<br />
<br />"Nothing in this Resolution shall~n~ an~ way waive any of the terms or donditions in exist-
<br />franchise ."

<br /> Then the privilege of the floor was granted ~o az~v citizens pre~ent who mtght desire to
<br />ldiscuss the proposed ordinances and resolution.
