029 <br /> <br />Ben Rogers, 513 <br />motion. <br /> <br /> February 28, 1995 <br /> <br />Nansemond Street~ spoke in support of the <br /> <br />Laura MacIntyre, 2006 North Street, spoke in support of the <br />motion. <br /> <br />James Brown, 550 Elizabeth Place, spoke in support of the <br />motion. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts, to <br />suspend the rules and allow Les French to speak, and was adopted <br />by unanimous vote. <br /> <br />Les French, 208 Glasgow Street, spoke in support of the motion. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts, to direct <br />the City Manager to discontinue negotiations with gaming <br />entities, and was adopted by the following vote: <br /> <br />Ayes: Clemons, Griffin, Martin, Pitts, Webb <br />Nays: Hawks, Robinett <br /> <br />95-93 Resolution requesting the Portsmouth Delegation of the <br />General Assembly to oppose riverboat gaming in the State of <br />Virginia. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts, to adopt <br />a resolution requesting the Portsmouth Delegation of the General <br />Assembly to oppose riverboat gaming in the Commonwealth of <br />Virginia, was defeated by the following vote: <br /> <br />Ayes: Clemons, Pitts, Webb <br />Nays: Griffin, Hawks, Martin, Robinett <br /> <br />- CITY MANAGER'S REPORT <br /> <br />95-94 Letter from the City Manager recommending adoption of an <br />ordinance to appropriate $2,907,539 from the Capital <br />Improvements'Fund for improvements to Twin Pines Road, award of <br />a construction contract, and a motion authorizing the City <br />Manager to sign an agreement between the City of Portsmouth and <br />the Virginian Department of Transportation. <br /> <br /> A. An ordinance to appropriate $2,907,539 from the Capital <br />Improvements Fund for improvement of 0.7 mile of Twin Pines Road <br />from Tow-ne Point Road to North Swannanoa Drive. <br /> <br /> B. A motion to award the construction contract to Rountree <br />Construction Company. <br /> <br /> C. A motion authorizing the City Manager to sign an <br />agreement with the Virginia Department of Transportation for <br />reimbursement of the cost of the project. <br /> <br /> "The improvement of Twin Pines Road is included in the <br />1993-98 Capital Improvement Plan. This road improvement project <br />will be funded through Virginia Department of Transportation <br />Urban Funds and will be administered by the City of Portsmouth. <br />The City share of the pro]ect costs will be 2% of the <br />construction cost. <br /> <br /> The Virginia Department of Transportation will reimburse <br />the City of Portsmouth on a monthly basis for all pro]ect costs, <br />however; your approval of the attached City/State agreement is <br />required to proceed with the project. <br /> <br /> <br />
