March 13, 1995 At the Public Heariing Meeting of the City Council held on Monday, March 13, 1995, there were present: Mayor Gloria O. Webb, Bernard D. Griffin, Sr., James C. Hawks, James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., H. Timothy Little, Deputy City Manager, George M. Willson, Acting City Attorney, Councilman Pitts opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. The Mayor called the meeting to order and welcomed all in attendance. 95-110 Public Hearing on rezonings, use permits and the Code amendments: (a) Z-94-14 BRIGHTON NEIGHBORHOOD - Request of Reverend Grace C. Lang for a rezoning from Commercial C-2 to Residential Single-family RS-75 to construct a church at 1656 Portsmouth Boulevard. 1. Grace Lang, 1390 Watson Street, spoke in support of the rezoning application. 2. Deborah Lang, 3512 County Street, spoke in support of the rezoning application. 3. Reggie Allen, 1421 Wilcox Avenue, spoke in opposition to the rezoning application. 4. Donald Johnson spoke in support of the rezoning application. 5. Darnell Lang, 3512 County Street, spoke in support of the rezoning application. 6. Greg Mathews spoke in support of the rezoning application. Motion by Mr. Pitts, to deny the application, and was defeated due to the lack of a second. Motion by Mr. Hawks, to approve the application, and was defeated due to the lack of a second. Motion by Mr. Pitts, and seconded by Mr. Griffin, to defer consideration of the rezonlng Until the Regular meeting on April 25, 1995, and was adopted by a vote of 6-0. (b) Z-95-02 DOWNTOWN NEIGHBORHOOD - RequeSt of Stanley A. Holmes to rezone property at 1821 County Street from Downtown D-2-I to Heavy Manufacturing M-2. 1. Stanley Holmes, 1817-1821 County Street, spoke in support of the applications. 2. Germaine Cook, 3520 Spence Road, spoke in opposition of the applications. Motion by Mr. Hawks, and seconded by Mr. Pitts, to concur with the recommendation of the Planning CommisSion, that Z-95-02 be denied, and was approved by the following vote: Ayes: Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None (c) UP-95- 04 DOWNTOWN NEIGHBORHOOD - Request of Stanley A. Holmes for a use permit to operate anl auto stripping yard at 1821 County Street.
