March 13, 1995 <br /> <br /> At the Public Heariing Meeting of the City Council held on <br />Monday, March 13, 1995, there were present: <br /> <br /> Mayor Gloria O. Webb, Bernard D. Griffin, Sr., James C. <br />Hawks, James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., <br />H. Timothy Little, Deputy City Manager, George M. Willson, <br />Acting City Attorney, <br /> <br /> Councilman Pitts opened the meeting with prayer which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> The Mayor called the meeting to order and welcomed all in <br />attendance. <br /> <br />95-110 Public Hearing on rezonings, use permits and the Code <br />amendments: <br /> <br />(a) <br /> <br />Z-94-14 BRIGHTON NEIGHBORHOOD - Request of Reverend Grace C. <br /> Lang for a rezoning from Commercial C-2 to <br /> Residential Single-family RS-75 to construct a <br /> church at 1656 Portsmouth Boulevard. <br /> <br />1. Grace Lang, 1390 Watson Street, spoke in support of the <br />rezoning application. <br /> <br />2. Deborah Lang, 3512 County Street, spoke in support of the <br />rezoning application. <br /> <br />3. Reggie Allen, 1421 Wilcox Avenue, spoke in opposition to the <br />rezoning application. <br /> <br />4. Donald Johnson spoke in support of the rezoning application. <br /> <br />5. Darnell Lang, 3512 County Street, spoke in support of the <br />rezoning application. <br /> <br />6. Greg Mathews spoke in support of the rezoning application. <br /> <br /> Motion by Mr. Pitts, to deny the application, and was <br />defeated due to the lack of a second. <br /> <br /> Motion by Mr. Hawks, to approve the application, and was <br />defeated due to the lack of a second. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to defer <br />consideration of the rezonlng Until the Regular meeting on <br />April 25, 1995, and was adopted by a vote of 6-0. <br /> <br />(b) Z-95-02 DOWNTOWN NEIGHBORHOOD - RequeSt of Stanley A. Holmes <br /> to rezone property at 1821 County Street from <br /> Downtown D-2-I to Heavy Manufacturing M-2. <br /> <br />1. Stanley Holmes, 1817-1821 County Street, spoke in support of <br />the applications. <br /> <br />2. Germaine Cook, 3520 Spence Road, spoke in opposition of the <br />applications. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Pitts, to concur <br />with the recommendation of the Planning CommisSion, that Z-95-02 <br />be denied, and was approved by the following vote: <br /> <br />Ayes: Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />(c) UP-95- 04 <br /> <br />DOWNTOWN NEIGHBORHOOD - Request of Stanley A. <br />Holmes for a use permit to operate anl auto <br />stripping yard at 1821 County Street. <br /> <br /> <br />
