<br />gulating the Production and Smle of Milk in the City of Portsmouth, and Prescribing Penalties
<br />for Violation Thereof.
<br /> On motion, the ordinance was placed on its first reading.

<br /> 3rd. Transmitted the following ordinance:

<br /> ~th. Stated that, en further investigation of the bill of the Geomge Leafy .Construction
<br />Ce. for surplus mmterial purchased from it by the City, ~e finds that in this mat~er the said
<br />Company was then acting for the U. S. Housing Corporation; that, in his opinion, the bill
<br />should be paid; and recommended that mn appropriation of $614.2~ be allowed to pay this obli-
<br />gation.
<br /> On motion, the matter was referred Zo the Finance Committee.
<br />
<br /> 5th. Stated that he is in receipt of a letter from the City~ Attorney in which said Officer
<br />states that, in his opinion ih connection with the C. & O. hearing for the withctrawal of their
<br />passenger steamer from Portsmouth, which is to be held in Richmond in FebrUary, the presence
<br />and argument of special counsel w211 not have much weight mwith the Commission mnd that a clear,
<br />concise, brieE statement of the City's case, with argument based uBon the law and evidence by
<br />the City Attorney, will be sufficient~
<br /> Therefore, he recommended that the instructions given the City Manager at the Council
<br /> · t
<br />meeting December 21, 1~20, to employ specmal legal representation to protect the Ci y inter-
<br />est in the matter of the C. & O~ withdrawing ~heir servioe from Portsmouth, be re-considered.
<br /> No action wms taken on s~me.

<br /> 6th[ Submitted letter from the Portsmouth Real Estate Exchange offering its services to
<br />the City, stating that he has.expressed the appreciation of the City-fo~ this off~ and will
<br />avail himself of it in connection with a~y real estate transactions in Which the City may be
<br />involved.
<br /> On motion, same was ordered te be filed.
<br />
<br /> 7th. Enclosing petition from certain residents, ewnezs and ts~x-p~rs of the Eighth Ward
<br />asking for lights and fire p~otection. He stated ~hat, on account ~f t~.~ery small ~umber
<br />of h°u~es in this section and their scattered condition, it would not b~ p~rmi~smble at present
<br />to place fire plu~s ~nd water service, as tho expenditure involved would be out of all propor-
<br />tion to the income which the City would receive. That he hmd notified the petitioners that if
<br />they can get a sufficient number of users of current to require the Virgini~ ~ailway & Power
<br />Co. to put in a p§~e line, the City ~ill install two lights, which we have available under the
<br />present budget.

<br />cerning the death of Ca~tain Henry A. Shannon; and same was ordered te be recorded:

<br /> Thee City Manager announces with deep regret the death on Feb.
<br />Captain Henry A. Shannon, a retired officer of ihs Police Force.

<br /> "Captain Shannon was born in Portsmouth, Feb. 26th, 185~, and he was appointed to the
<br />Police Force July 12th, 1880. He resigned from the Force in 1~83 and was again placed on the
<br />force in 1886. He was promoted to the successive grades ef Sergeant and Captain, the latter
<br />of which he held at the time cf his retirement.
<br />
<br /> "His long faithful an~ honorable service in the Department sets a hig~tand~d which
<br /> well imitate. As a mark ~f respect to'his memory the usual badge ef m~urning will be worn
<br />the left sleeve of mll members of the Police Force for a period ef one ~&nth.
<br />
