Hall, Jr., R. ~o Hutchins, <br /> J.Alden 0asr, L. G. White, <br /> Also ~he City <br /> <br />The following directions were read for the special meeting: <br /> <br />Mr. L. C, Brinson, <br /> City Clerk & Auditor, <br /> City. <br />Dear Sir:-- <br /> You will please'call <br /> <br />ruary 25th, <br /> <br />~Portsmouth, Va., February 23, 192i. <br /> <br /> a special meeting of the City Council for Friday, Feb- <br />at S ~'olock P. M., to consider the following ordinance, placed on its first read- <br /> <br />ing by the body February <br /> <br /> An Ordinance Defining Milk and Its Properties, Regulating the Production and Sale <br />in the City Of Portsmouth, and Prescribing Penalties for Vic~&tion Thereof, <br /> <br /> And such other matters as may be deemed expedient. <br /> <br />of Milk <br /> <br />Very respectfully, <br /> <br /> R'. A. Hutchins, Jr., Presiden~" <br /> <br /> Whereupon, the Milk Ordinance was taken up and read: Mr. Brooks moved that the ordinance <br />be adopted, seconded by ~r. Esleeck. <br /> <br /> ~. Hall moved that the privilege of the floor be granted to any person present who <br />~ired to speak concerning the ordinance. The motion was adopted. <br /> <br /> Attorney G. Hatton, representing fourteen of the milk dealers, spoke against the pass,ge <br />of the ordinance. He asked that it be reconsidered and referred to the City Attorney for ap- <br />proval. <br /> <br /> Dr. Roper~ B~rec~or~of.~Publio Welfare, spoke urging the passage of the ordinance. Dr. <br />Hope, of the Bomrd of Health, the City Manmger, and Dr. Joseph Grice, City B~eriologist,' spoke <br /> <br />and asked that the ordinance Be aeloptedo <br /> <br /> After considerable discussion of the ordinance, <br />to the Director of Public Welfare for revisiom <br />the Council; seconded by Mr. Smith. The <br /> <br /> Ayes-~ Smith, Hutohins, Oast, White, <br /> Nays-- Brooks, Esleeck, Hall, <br /> <br /> to amend <br />Whi~e moved/that it be referred back <br /> the next regular meeting of <br /> the following vote: <br /> <br />On motion, <br /> <br />adjcatrned. <br /> <br /> <br />
