R. C. P. <br /> <br />231 <br /> <br />Februar~y ~, <br /> <br />$1~.5~, paid in error Oct. Sth, 1916, hie name appearing in the white and colored roll, yet <br />this party paid both tickets; L. Boroody, $17,50, paid in error on assessment.. <br /> On mo~lon', same was referred to the Finance Committee. <br /> <br /> A communication was read from the Portsmouth Retail Merchants Association with regard to <br />high assessments placed on pro, perry. <br /> On motion of Mr. Hall, ~the communication was ordered to be forwarded to the Local Board <br />of Review; and in this connection, Mr. White called attention to the fao~ that the Council <br />hm~ nothing to do with the assessment of property and gave some financial figures for various <br />years oo~cerning expenditures, <br /> <br /> A communica~ion was read from a committee of the City Mission Board concerning the adopt- <br />ion by said'body of the following preamble and resolutions: <br /> "Whereas, There are in our City <br />representatives of the 'Latter Day Saints,~ otherwise known as Mormons, whose teachings strike <br />a blow at the foundations of society and do violence to the laws of the sta~e and nation, <br />thereby proving a menace to our home and national life, <br /> <br /> "Therefore, be it Resolved, We earnestly request you to use the power vested in you to <br />prohibit exponents of this doctrine from holding open air meetings~upon the streets of Ports- <br /> <br /> On motion, the communication was referred to the City Attorney for his opinion as to <br />the right of the Council to prohibit such meetings being held upon the streets. <br /> <br /> A communication was read from the "8ouncil" of the Portsmouth Cotton Oil Refining Corpo- <br />ration opposing the removal of the County Courthouse from Portsmouth and strongly uring that <br />nothing be left undone in an effort to defeat any such movement. <br /> On motion, the City Manager was requeste~tO answer same. <br /> <br /> Mr. Hall called attention to the high prices charged for foods in <br />City, and moved that the mat~er be referred to the City Manager to see <br />concerning same.
