"Whereas, A f~ll,£z~e and public investigation having been given and concluded on March <br />2nd, 1921, <br /> "Now, therefore, We the City Council of Portsmouth, Va., find as follows:- <br /> "(lst) The action of the City M~uager in suspending the aforesaid officers, based on such <br />information ms was before him was justified, in which finding the counsel for the said Officers <br />have concurred. <br /> <br /> "(2nd) There is no evidence before us justifying the charge of graft mgainst Eden and <br />Williams. <br /> "(3rd) There is no evidence before us supporting the charge of graft against J. M. Brough- <br />ton. <br /> Ne believe that the evidence shows that there was a transformation ~f whiskey into <br />cide~ in the Police Station, <br /> "(Sth) However, we feel that the circumstances surrounding the Walke~ Whiskey-Cider affair <br />were such as to have caused the Chief of Police to have fully investigated at the time and to <br />have fixed the responsibility therefor. <br /> "(6th) We, therefore, find him de,eliot in his duty in h~ndling that a~fair. In view <br /> of the fact that the final disposition of these oases is within the provihoe of the Oity Manager, <br /> We submit the above without recommendation." <br /> <br />On motion, the resolution was m~lopted and by the following vote: <br /> <br /> Ayes-- B~ooks, Esleeok, Smith, Hall, Hutchins, Oast, White, <br /> <br />On motion, adjourned. <br /> <br /> <br />
