The immediate suspension of service on the County St. line, on which was shown that

<br />our losses last year amounted ~o $9,063.17, and on the Park View & Cemetery line, on which was
<br />shown that our losses last yemr amounted to $10,5~7.51; such suspension of service to' continue
<br />until a new franchise and re-routing is agreed upon and made operative.

<br /> "2.- The passing of an ordinance reg~lating jitneys requiring zhem to run over
<br />non-competitive routes, and to operate a full eighteen hour day. To further require the jitneys
<br />and for hire oars to discontinue the loading of p~ssengers at the foot of High St, and to ope,
<br />rate from Crawford St. as a starting point, together with such other regulations as the Council
<br />sees fit to impose looking to the placing in Portsmouth of the jitneys on a fairly competitive
<br />basis with the Company.~ It being stated to me by Mr. Uneelw~i~t, President of the Company,
<br />Mr. Crocker~ Attorney, and Mr. Jones that it will be neoessar~ ~or the Compan~ to secure

<br /> ~e are submitting herewith a form of f~chise which this Company is wilt-
<br />ing to accept, provided the Council affords the Company the immediate and temporary relief
<br />which we have asked fo~ or such other adequate temporary relief a~ m~y be mos~ ~uickly af-
<br />forded. In view of the heavy losses re.~ulting from operation at present, it is nec~ss%ry that
<br />such relief be accorded at once. .This ~cute condition is due largely to the unfair and increas~
<br />lng number of jitneys operating over the same routes and in the same territory as street omr
<br />lines.

<br /> The form of franchise submitted is the best efforts for many months on
<br />the part of the Public Utilities Commission of Norfolk, under the advice and direction of their
<br />adviser, Mr. A. Merritt Taylor of Philadelphia, who was chosen by the City COuncil on acooun~
<br />of his experience and knowledge of transportation pro~lems, together with those connected with
<br />the Company.
