<br /> I am in receipt of letter from T. Norman Jones, Gen. Mgr. Virginia Railway
<br />& Power Co., in which he points out that their oper~tin~ expenses in Portsmouth now excee~
<br />their receive in the ratio~of 101.88 to 100. In other ~ords, it costs $101.~ to render
<br />service for which the Company is receiving only $100. He also states that the earnings o~
<br />the Company are to d~te~running over 5% unde~ the earnings of last year and steadily decreas-
<br />-lng.

<br /> In view of this, he requests a special meeting of the Council at the emrliest possible
