<br />95-144 - Letter from the City Manager recommending adoption of
<br />an ordinance to amend Chapter 23 of the City Code by amending
<br />Sections 23-27 (a) and (d), and 23-28, and by enacting a new
<br />Section 23-27 (e) pertaining to weeds and debris.
<br />
<br /> "The proposed modifications to the City's weed ordinance
<br />will streamline the paperwork and reduce the time required to
<br />bring certain lots into compliance. Approximately 100 parcels
<br />are considered chronic problems each year from having unknown
<br />owners, having escheated to the Commonwealth, or having known
<br />owners who are out of the area and neglect to maintain their
<br />property.
<br />
<br /> Under this new ordinance, the City will advertise these
<br />lots annually and thereafter mow the property without further
<br />notice. All charges, plus a $75.00 administrative fee, will be
<br />assessed as a lien against the taxes on the property each time
<br />the property is mowed.
<br />
<br /> I, therefore, recommend your adoption of the proposed
<br />revisions to the City Code."

<br />OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 23-27 (A)
<br />AND (D), AND 23-28 AND BY ENACTING A NEW SECTION 23-27 (E)
<br />THERETO, PERTAINING TO WEEDS AND DEBRIS."

<br />95-145 - Letter from the City Manager recommending adoption of
<br />ordinances to amend Section 5-66 pertaining to bicycles, and
<br />SeCtion 6-5 pertaining to skating and skateboarding on the
<br />Seawall.
<br />
<br />a. An ordinance amending Section 5-66 by adding a reference to
<br />bicycles on the seawall, at Riverfront Park and Portside.
<br />
<br />b. An ordinance amending Section 6-5 by lowering the penalty
<br />provision.
<br />
<br /> "A review of Section 6-5 of the City Code pertaining to
<br />boats and waterways reveals that it addresses the use of wheeled
<br />devices, including bicycles, on the Seawall and adjacent areas.
<br />It is deemed appropriate to remove bicycles from the coverage of
<br />this section, and to place it in Chapter 5 pertaining bicycles,
<br />where it would be more logically located for law enforcement
<br />officials and the public.
