<br /> At a Regular Meeting of the City Council held on Tuesday,
<br />March 28, 1995, there were present:
<br />
<br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons,
<br />Bernard D. Griffin~ Sr., James C. Hawks, James T. Martin,
<br />Cameron C. Pitts, P. Ward Robinett, Jr., V. Wayne Orton,
<br />Manager, George M. Willson, Acting City Attorney,

<br /> Father Joseph Slowik, St. Paul's Catholic Church, opened
<br />the meeting with prayer which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Webb called the meeting to order and welcomed all in
<br />attendance.
<br />
<br /> Motion by Mr. Clemons, and seconded by Mr. Pitts, to
<br />approve the minutes of a Called Meeting on March 7, 1995; a
<br />Called Meeting on March 13, 1995; a Regular Meeting on March
<br />13, 1995; a Called Meeting on March 14, 1995; and a Regular
<br />Meeting on March 14, 1995, and was adopted by unanimous vote.
<br />
<br />95-137 Proclamation presented to Tenisha Jackson, Churchland
<br />Middle School, Brennan Durham, Port Norfolk Elementary School,
<br />and Marcus Sims, I.C. Norcom High School for "Violence
<br />Awareness Week."
<br />
<br />95-138 Proclamation presented t° Richard Perrine for "CPR
<br />Awareness Month."
<br />
<br />95-139 Presentation of special pins to newly appointed Boards
<br />and Commissions members.
<br />
<br />95-140 Non-Agenda Speakers
<br />
<br />1. Jeanette Brooks, 2 Lent Court, spoke on salaries and
<br />retirement benefits for bus drivers and monitors.
<br />
<br />2. Gina Xenakis, 3521 Pins Road, provided information on the
<br />upcoming Little Miss Portsmouth Contest.
<br />
<br />3. Robin Breslauer, 5608 Wimbleton Court, spoke on donations
<br />and support of the City of Portsmouth for the Little Miss
<br />Portsmouth program.
<br />
<br />4. Helen Person, 1314 Green Street, spoke on lead in Washington
<br />Park.
<br />
<br />5. Cecelia High, 1301 Green Street, spoke on relocation of
<br />Washington Park housing residents.
<br />
<br />6. Madalyn Morris Grimes, 108 Florida Avenue, thanked City
<br />Council for new trees in the Port Norfolk neighborhood.

<br /> Motion by Mr. Hawks, and seconded by Mr. Martin, to adopt
<br />the following resolution, approved on first reading at the
<br />public hearing meeting on March 13, 1995, and was adopted by
<br />the following vote:
<br />
<br /> "A RESOLUTION GRANTING A USE PEP, MIT TO HOLMES BROTHERS
<br />AUTO, INC., FOR THE OPERATION OF AN AUTO STRIPPING FACILITY AT
<br />1821 COUNTY STREET.
