The statement is made by the Secretary <br />of the.hospital, that each of thess.l~mtients was provided with a slip by Dr. Phillips, ~how- <br />ing them as City patients. <br /> <br /> The ~ame of Mr. J. "Our budget authorized only five captains in the Fire Dept., no provision having <br />been made for the Captain of the new camp~ny at Lincoln & Virginia Sis. <br /> <br /> ,It is requested that one additional Captain be authorized, effective M~y 15th. <br />No additional appropriation will be necessary as there are sufficient i~nds, unless some <br />unforeseen, emergency occurs, to provde for this position." <br /> <br />On motion, the additional Captain was authorized. <br /> <br /> 9th. Recommendmtion that Mr. W. J. Government relative to · Cemetery lot ~urchmsed from the City of Portsmouth in the <br />Olive Branch Cemetery. The contract states FOr purchase of one acre of i~nd in the ceme- <br />tery of the Cityof~Portamouth, va., lo, ted-on the Western Branch and Bmines Creek for burial <br />of remains of officers and enlisted men of the Navy and Ns~ine Corps $1,O00.00. The City <br />of Portmmouth, Va., is to lmy out the ground and improve the same providing the Gover~nent <br />will pay for the mmintenance and upkeep.' <br /> <br /> In view of the foregoing, I am of the opinion ~hat the Navy Dep~r~ent <br />is not making any new demands~in its. letter of Juneind. Under the contract any officer <br />or enlisted menu of the N&wy regardless of r~ce or creed may be buriedin the plot. ~e City <br />is also required to lay out ~nd iml0~OVe the grounds, m&in~enaace thereafter of the Govern- <br />ment plot being looked ~fter ~ the Federml Gover~ent.
