<br /> In accordaace with condition T6r' sale of a franchise for operation of a passenger bus
<br />line between the City of Portsmouth and the City of Suffolk, the following bids were re~eived
<br />and read:
<br /> "Portsmouth, Va., July 1I, 1921
<br /> "We, the undersigned, hereby bid One Thousand and Eleven Dollars ~nd thirteen cents for
<br />Se proposed franchise for a bus linefrom Portsmouth to SuffoXk; said amount to be payable
<br />sm follows: one-fifth in cash & one fifth on Aug? 1, 1922, Aug. 1, 1923, Aug. 1, 1924, and
<br />Aug. 1, 1925. Deferred pmyments to bea~ interest a~ the rate of six per centum per annum.

<br />a~ivsrtisement. We make this bid conscious of having been advised by counsel thmt you can not
<br />legally grant an exlusive franchise of this nature, however, we prefer to be in. thorough harmony
<br /> with the city and are willing to invest this amount if we can be protected.

<br /> In the event, of any infringement upon-the franchise and should any later
<br />Cour~ decision destroy the effect of th~ franchise~you will refund to us any sma of,money
<br />which ~e-~,~ay have paid you, and of course further ~pmyments upon the franchise wouId' cease.

<br /> If the' ~bove bid is accepted, we will expect to pay $~51.~0 annually, in
<br />&dvanoe, and we would not expect to operate the line until the concrete road oetween Portsmouth
<br />and Suffolk has been completed.
