very feeble. I am of the opinion that he is incapacitated for further active service, owing
to the conditions named above.

In order to get the question of retirement on a definite basis, the following is
commended.

No employee should be retired, unless disabled in line of duty, with less than twenty-
five years of service.

No employee should be reid[ed before seventy years of a~e, unless physically disabled.
The amount of motived pay for twenty five years of service should be one half of the maximum
pay ~!~o~ived daring the last ten years of service. This pay should be increased ~ for each
additional year of service beyond twenty-five, with the understanding that the maximum amount
Amaid shall'not exceed ?5% of the maximum salary paid in the last ten years of service.

In case~ employee is disabled by injury, he
for the preceedin~ears for each year of service up to
yond that, 1% additional for each year of service up to
ing ten years.

should receive 2% of his maximum pay
twenty five years of service, and
75~ of his maximum pay for the preced-

Applying these principles to M,v. Hoffler, I recommend that he be given 6~% of his
present rat~ of pay, which' is $?~.~l~er month. '

In Mr. Pate's case, his service with the City is uncertain, He is definitel~entitle~
to 26% of his'presen~ pay. -Inview of the fact'that he has probably served at least twenty
five years, and also in view of his advanced N~ I-recommend thathe be givem 50% of his
rate of pay, which is $55.20 per m0~th.

Yours v~ry t~ly,
