<br /> 2nd. "The Superintendent of Streets has submitted to me through the City Engineer, a
<br />scheme which apparently will effect a saving of about $6,000 per year in the collection of
<br />trash ~nd g~rbage.

<br /> At present, eleven one-horse carte are employed for this.purpose, One of these will
<br />have to be retained to take-gars of the market. Four special two-horse c~rts will t~ke place
<br />of the remaining ten carts, effecting a ~A. ving in the wages of six drivers and relieving two
<br />horses for other purposes, These new ca, ts will ha~,~e a capacity of about ten yards each, where-
<br />as, at present one-horse carts scarcely hold two y~ds. By usin~ the fo~-wheel carts and two
<br />horses, the animals will Be relieved of all sadie strmin which is the chief cause of sore
<br />~acks.

<br />the following report in regard to Noah Hoffler'and Joseph
<br />now physically incapacitated..The medical portion of the
<br />the Director of Public Welfare, who has made a physical exa-
<br />
<br /> ~Hoffler is sixty-three years'Old and has had thirty-seven years continuous service
<br />with the City. Ifind that he has a rupture on the right side, which he supports with a truss.
<br />This rupture is the immediate cause of his disability. On June 3rd of this year, strangulation
<br />occurred which was r~duoed without operation. The rupture iS in such state, however, that
<br />lifting any weight will o~use complete falling. I do not think he is physically able to con-
<br />tinue his duties any longer a~ an active employee of the City.'

<br /> There seems to be no question of Hoffler's long and faithful service with the City,
<br />He was injured at least twenty yesms ago, as I find hy personal investigation that he was dis-
<br />abled temporarily while.trying to remove a large stump near the site of the Fourth St. Baptist
<br />Church. ~

<br /> Mr. Pate's service has not been sufficiently long to Justify retirement, had he not
<br />been intured'i~line of duty. Tko report on his condition is-as follows:
<br />
<br /> 'P~e has bad'thirteen years active~service as an employee of the City and informs
<br />me that he has worked for the City off and on stnce the Civil War. His age is seventy-four
<br />and his last duty was as n~ght watchman at the City Stables. ~n 1916 a street grating fell
<br />smd injured his right foot,, so that hestill limps. He also has a ruptur~ on hie left side.
<br />This oocurredon J~ne 15~ 1921, when he was attempting to tie a mule in a stall, the mule-'
<br />suddenly Taming and catching him between the animal and the side of the stall. As a res~t
<br />of the compr.ess£gn, the rupture occurred. He weams an illfitting truss Which' will suffice
<br />
