<br />organizat£on for its interest in the City Government and its confidence in the present adminis-

<br />the large amount of indebtedness placed upon the City by the wasteful methods of the old coun-
<br />cilmanic system will eventually be reduced s~ud retired and will result in the re,motion of the

<br /> "WHEREAS, Me,believe that the present agitation for a change in the fo~m o~ government
<br />is due to the activities of men who under, the bld system were afforded opportunities for pe~-
<br />serial gain ~hioh m~e denied them~u~der~the eiisting administration, and

<br /> "WHEREAS, The_waste, inefficimmcy and corruption of the old form of government was so
<br />notorious that when the~citizens of Portsmouth were given the opportunity to express themselves
<br />at the polls they overwhelmingly voted in favor o~ the present system, notwithstamding ~he
<br />violent opposition of the same men who now mdvocate a ret~n to the vicious scheme so emphatiT
<br />~lly repudiated a few years mgo, and,

<br /> "WHEREAS, in the opinion of this Post there are m number of politicians, ~ormer of£ice~
<br />holders,~an~ members of the s~ca~lled ring who are ski~fully and craftity spreadimg the germ
<br />of discontent for the purpose of making the present a~istration unpol~l~r &nd pavi~g tlhe.

<br />that before signing such petitions they satisfy themselves that such a change in government
