<br /> This will ackno~ldge receipt of your letter of September 22nd, 1921,
<br />dressed to the various Ba~ks of the~ity, in reference to the preposition made by the City
<br />to the several B~nks relative to the Bank tax for the years 1919, 1920 and 1921, ~n which
<br />the following proposition is made:

<br /> 'That the City will refund to the several Banks the difference between
<br />the rate of $.85 on the ~lO0. O0'and the rate the Banks paid in 1919 ~nd 1920, and that the
<br />City will change its rate in 1921 to $.85 on $100,00.
<br /> With the further ~greement that, if-the decision of the Court is ~that'
<br />$.30 on $100.00 is all that can be legally collected from the Banks, the City will refund
<br />one-half of.the difference betweem the $.30 rate smd the $.85 rate.'

<br /> At .a conference held by the attorneys and representatives of the various
<br />Banks~ I was authorized to say to the City for the Banks that they will accept the proposi-
<br />tion mentioned above, so far as it relates to the £efund of the taxes for the years 191~
<br />and 1920, but not for the taxes for the year 1921. As to the 1921 tax the Banks will pay
<br />to the City such ~mount of tax as may be finally determined by the Courts as the proper
<br />amount. The Banks feel that the 1~19 and 1~20 tmxes are on a different basis fr~m the 1921
<br />tax. In the first instance the rate has been fixed by the City and the taxes paid by the
<br />Banks and the queStion,at issue is how much shall be refundedb~ the City. This is a ma~ter
<br />that may properly be a subject of compromise. ~n the case of the 1921 tax, the ~x has
<br />not-bee~fpaid and the B~nks do not feel that they ShOuld contract with the City as to-the
<br />amo~mut ~ the tax rate to be imposed.

<br /> Finance Committee to the Banks in letter d~ted September~22nd, 19~1.
<br /> Mr. Brooks moved to amend, that we notify the Banks that the Bank tax for 1921 has
<br />been made $-$5 on the $100.00 and is now due; ~nd that the~City will wait on the decision of
<br />· the Court in the suits now pending for the adjustment of th? 1919 and l~20 tax."
