<br /> In connection with,t~is matter, I had a~ interview with the Road cojnmission
<br />of Norfolk~ County on NOvember 21et, a~a ~t wa~ pointed out that the pur~hmse of $25,000.,00
<br />worth of Coun~/ bonds by the City of Portsmouth would be in-sufficient by $10,000.00 to oultd
<br />the roaR. The great advantage of this road to the City of Portsmouth was shown and the Road
<br />Com~tissio~ feels thmt the City should mid in 'its construction to a greater extent th~n the
<br />mere purchase of bonds. If our park and cemetery on Bain's Creek are developed, this. road
<br />will be i~clispsnsable to the City mmd will be used by citizens of the City far more than by
<br />citizens Df the County. t can not ~h~efore ~mil to admit that the contention of the County
<br />to the effect that the City should aid in the co,st:notion of this road is correct,
<br />
<br /> ~ ' ~, therefore, ~ecommend that the City purchase $35,000.00 worth o~ County
<br /> _o~ the redemp~
<br />bonds at ps.r, less expenses, an~ further, that it underts~ke to be responsible * ~
<br />tion of $10,000.00 worth of these bonds on m~urity. This will mean a~ i~medimte contribution
<br />to the cost o~ constructing the road of probably $2500,00 which ie the difference between the
<br />market vs~lue ~o~ tt%e bonds mnd the ~egal price at which they mmy be ~old ~nd in addition ~he
<br />sinking fund on $10,000.00 worth of bonds, which on thirty yea~ bonds will amount ~o $150.00
<br />~ year, the County of course being responsible for the interest.
