I am informed that there w~s some~ misunderstanding about what action the banks <br />had taken on the proposgtion contained in th~ letter of the City of September 22nd, 1921. <br />In that latter the City proposed To the banks to refunds%or the years iglg~a~d 1920, the <br />difference between the rate of 85~ mn the $100.O0, and ~he rate actually paid by the banks, <br />and stated that the 1921 rate would be 85, on $100.0Oo <br /> <br /> Under date of October 24th, I wrote Mr. L. C. Brlnson, City Clerk and Auditor, in <br />which letter I said for the banks that they would accept the proposition of the City so far <br />as it~related to the refund of the taxes for the years 1919 and 1920, and in & letter dated <br />November l~th, I wrote that the banks would also accept the 85~aX*~ate for 1921, and as a <br />matter of fact the banks have already paid their taxes a~ this ra~e for 1921. <br /> <br /> I understand that in the City of Richmond the banks and the City have settled on <br />this s~me basis ~nd the City has refunded ta~xes as far back as 1915. This ~as because suit <br />had been filed as early as 1915, for the correction of t~xes~ Of course the Portsmouth Banks <br />are only asking for 1919 and 1920. <br /> <br />Very truly yours, <br /> <br /> Frank L. (Hr. Oast excused from voting} <br /> <br /> Mr. Esteeck moved that the City accept the proposition made by the Finance Committee to <br />th~ Banks in letter dated ~eptember 22nd, and as cbntained in communication from Mr Crocker <br />dated November l~th. <br /> Mr. ~rooks moved thmt the rules be suspended to remain in session until 12 o'clock. <br /> The motion by M~r. Brooks was lost by the following vote: <br /> <br /> Ayes-- Brooks, Esleeck, Hall, Hutchins, <br /> Nays-- Smith, White, ~. ~Mr'. Oast excused from voting) <br /> <br /> Then ~r.
