Hall, Jr., <br /> R. A. Hutchins, Jr., J. Alden Cast, J. C. ~mi~th, <br /> L. G. White, ?. <br /> Also the City Manager. <br /> <br />The minutes of the regular meeting November 22nd were read and were approved. <br /> <br /> Whereupon, the following motion pending at time of adjournment of the Council meeting <br />November 22nd, was taken up: <br /> <br /> /"M~. Esleeck-.moved <br /> Mr. Brooks moved to amend, that they be elected for a term of foum <br />January 1st, 1922." <br /> The amendment by Mr. Brooks was adopted by the following vote: <br /> <br />that the above Officers be elected for an indeterminate period. <br /> years, beginning <br /> <br />Ayes-[ Brooks, N~ehins, Cast, Smith White, 5. <br />Nays- Esleeck, Hall, 2. ' <br /> <br /> Finance-- REPORTS OF COMMITTEES <br /> <br /> Referred November <br /> Recommendation'of the Manager relative to City purchasing $35,000.00 worth of County <br />bonds at par~ less expenses, for construction of road from Hamilton avenue and High street <br />to the City Pa~k. <br /> P~ogress as to same. <br /> <br /> Recommendation of the Manager that an additional appropriation of $355.00 be made to <br />meet Election Bills for the rest of the Year. <br /> .It i~'recommended that a special appropriation of $371. be allowed to cover Election <br />bills for the res~ of the <br /> <br /> Bill of Jno. C. Niemeyer, Commissioner of Revenue, to amount of $$,657.0~, commission <br />on $7~5,~05.3~ tax. ~ <br /> It is recommended that special appropriations as follows be allowed to pay s~id <br />bill: City, $7,011.23; 8th Ward, $952.28; ~th Ward, $6~3.57. Ginsburg, to be refunded $~51.00, paid <br />in error as license ta~ for selling soft d~inks at wholesale, he having paid $251.00 as manu- <br />facture~ <br /> <br /> (Signed) -L~ G. White, Chairman. <br /> <br /> On.mo~ion, the report of the Committee was adopted, and by the following vote: <br /> <br /> Ayes-- Brooks, Esleeck, Hall, Hutchins, Oast, ~mith, White, ?. <br /> <br /> The~Finance Committee presented the Budget of Receipts & E~penditures for the City for <br />the <br /> White moved that the Council meet as a Committee of the Whole on December 20th, <br />at ~ PJ M., for consideration of the Budget. The motion was adopted. <br /> ~T~e ~inance Com~ittee presented also the following report on sale of $1'50,000. Jail Bonds~ <br /> <br /> "Hon~. C~t~ Council. <br /> Gentlemen:-- Your Finance Committee bees leave to recommend that the <br />following bid of R. M. Gran~ & Co~ for $150,000. City of Portsmouth ~ail Bonds be acceptid: <br /> <br /> 'For your $I~0,O00.00 City of Portsmouth, Va., Jail Building Bonds, bearing interest at <br />the rate of 5 1/2~ per annum, Coupon Bonds in the denomination of $!,000. each, both princi- <br />p~l and interest payable at New York City, dated December 1, 1921, and matu$ing thirty years <br />after date without option of prior redemption, we will pay you par and accrued interest and <br />in addition a premium of $5250.00. <br /> <br /> 'The above offer for the $150,000.
