<br />At a regular meeting of 'the City Council Becember 13th there were present:
<br />
<br />Messrs-- Verno~ Brooks, R~ B. Esleeck, J. H. Hall, Jr.,

<br /> Also the City Manager.

<br />The minutes of the regular meeting November 22nd were read and were approved.
<br />
<br /> Whereupon, the following motion pending at time of adjournment of the Council meeting
<br />November 22nd, was taken up:
<br />

<br /> Mr. Brooks moved to amend, that they be elected for a term of foum
<br />January 1st, 1922."
<br /> The amendment by Mr. Brooks was adopted by the following vote:

<br /> White moved that the Council meet as a Committee of the Whole on December 20th,
<br />at ~ PJ M., for consideration of the Budget. The motion was adopted.
<br /> ~T~e ~inance Com~ittee presented also the following report on sale of $1'50,000. Jail Bonds~

<br /> Gentlemen:-- Your Finance Committee bees leave to recommend that the
<br />following bid of R. M. Gran~ & Co~ for $150,000. City of Portsmouth ~ail Bonds be acceptid:

<br /> 'For your $I~0,O00.00 City of Portsmouth, Va., Jail Building Bonds, bearing interest at
<br />the rate of 5 1/2~ per annum, Coupon Bonds in the denomination of $!,000. each, both princi-
<br />p~l and interest payable at New York City, dated December 1, 1921, and matu$ing thirty years
<br />after date without option of prior redemption, we will pay you par and accrued interest and
<br />in addition a premium of $5250.00.
