078 April 10, 1995 At the Public Hearing Meeting of the City Council held on Monday, April 10, 1995, there were present: Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, James C. Hawks, James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., V. Wayne Ortom, City Manager, George M. Willson, Acting City Attorney. Vice Mayor Clemons opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. The Mayor calIed the meeting to order and welcomed all in attendance. 95-166 - Public Hearing on rezonings, use permits and the Code amendments: (a) UP-95-05 CAVALIER MANOR NEIGHBORHOOD - Request of Hattie G. Walker for a use permit to operate a day care center at 509 Truman Circle. Motion by Mr. Hawks, and seconded by Mr. Martin, to concur with recommendation of the Planning Commission that UP-95-05 be denied, and the motion was adopted by the following vote: Ayes: Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: Clemons (b) UP-95-07 HI~?.A/qD BILTMORE NEIGHBORHOOD - Request of Gladys B. Hill to modify a use permit for a child day care center at 2605 Elliott Avenue. Motion by Mr. Pitts, and seconded~'~i ~,ito C~ncurjw~th the recommendation of the Planning commission taat uP-95-07 be approved on first reading, and was adopted by unanimous vote. (c) CP-95-04 COMPW~NSIVE PLAN AMENDMENT - SOUTHSIDE NEIGHBORHOOD - An amendment to the Community Facilities and Land Use Plans of the City of Portsmouth recommending public/quasi public uses in the Southside Neighborhood. Motion by Mr. Hawks, and seconded by Mr. Pitts, to concur with the recommendation of the Planning Commission that CA-95-04 be approved on first reading, and was adopted by unanimous vote. (d) Z-95-09 SOUTHSIDE NEIGHBORHOOD - Rezoning application by the City of Portsmouth for property bound by Effingham Street, Green Street, Brighton Street (closed) and Lincoln Street from Residential Multi-Family RM-60 to Light Industrial M-1-R. Joyce Gatling, 1725 Effingham Street, spoke in support of the rezoning. Michael Riddick, 720 Henry Street, spoke in support of the rezoning. Motion by Mr. Robinett, and seconded by Mr. Pitts, to concur with the reco~u~endation that Z-95-09 be approved on first reading, and was adopted by unanimous vote. (e) CA-95-05 CODE AMENDMENT - An amendment to the Zoning Ordinance to change the expiration terms for use permits, Section 40-106.1.
