Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, James C. Hawks, James T. Martin, Cameron C. <br />Pitts, P. Ward Robinett, Jr., V. Wayne Ortom, City Manager, <br />George M. Willson, Acting City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br /> The Mayor calIed the meeting to order and welcomed all in <br />attendance. <br /> <br />95-166 - Public Hearing on rezonings, use permits and the Code <br />amendments: <br /> <br /> (a) UP-95-05 CAVALIER MANOR NEIGHBORHOOD - Request of Hattie <br /> G. Walker for a use permit to operate a day care <br /> center at 509 Truman Circle. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Martin, to concur <br />with recommendation of the Planning Commission that UP-95-05 be <br />denied, and the motion was adopted by the following vote: <br /> <br />Ayes: Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: Clemons <br /> <br />(b) UP-95-07 <br /> <br />HI~?.A/qD BILTMORE NEIGHBORHOOD - Request of <br />Gladys B. Hill to modify a use permit for a <br />child day care center at 2605 Elliott Avenue. <br /> <br /> Motion by Mr. Pitts, and seconded~'~i ~,ito C~ncurjw~th <br />the recommendation of the Planning commission taat uP-95-07 be <br />approved on first reading, and was adopted by unanimous vote. <br /> <br />(c) CP-95-04 <br /> <br />COMPW~NSIVE PLAN AMENDMENT - SOUTHSIDE <br />NEIGHBORHOOD - An amendment to the Community <br />Facilities and Land Use Plans of the City of <br />Portsmouth recommending public/quasi public uses <br />in the Southside Neighborhood. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Pitts, to concur <br />with the recommendation of the Planning Commission that <br />CA-95-04 be approved on first reading, and was adopted by <br />unanimous vote. <br /> <br /> (d) Z-95-09 SOUTHSIDE NEIGHBORHOOD - Rezoning application by <br /> the City of Portsmouth for property bound by <br /> Effingham Street, Green Street, Brighton Street <br /> (closed) and Lincoln Street from Residential <br /> Multi-Family RM-60 to Light Industrial M-1-R. <br /> <br />Joyce Gatling, 1725 Effingham Street, spoke in support of the <br />rezoning. <br /> <br />Michael Riddick, 720 Henry Street, spoke in support of the <br />rezoning. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to <br />concur with the reco~u~endation that Z-95-09 be approved on <br />first reading, and was adopted by unanimous vote. <br /> <br /> (e) CA-95-05 CODE AMENDMENT - An amendment to the Zoning <br /> Ordinance to change the expiration terms for use <br /> permits, Section 40-106.1. <br /> <br /> <br />
