°' 373

future. Particular reference i~ made to manufacturing plants within the city limits in the
Port. Norfolk section where fire protection is not sufficient because of the lack of suitable
size water maine; your_committee recommends that this be remedied as soon as funds are avail-
able.

The present City Ordinance regulati~ the Water Department, requires the payment of a
charge for fire hydrants, hose connectioffs and sprinkler heads used ex*lusively for fire pro-
tection and located on private property.

Tour committee recommends that this Ordinance be amended so as to permit a consumer, if
he desires to do so, to place a meter on his fire protection line at his own expense for meter
and installation, 'and pay the schedule rates for water as registered by the meter instead of
the flat rate charges listed in the paragraph of the City Ordinances referring to fire pro-
~ection.

There should be no Ready to Serve Charge or minimum appli6<l to meters on such services
used exclusively for fire protection.

Para~raph-eB. ~.
What method should be used to attract additional m~nufacturing interests.

The,~lty, in order to induce manufacturing industries to locate in our section, should
give such prospective industries every facility for examining factory sites, ~nd should co-
operate in every way i~ assisting them to select a location and in the operation of their
'plants after they have located. The tax rate for industrial properties should be as reason-
able as it is possible for the City to' make it.

The City, through some of its Bureaus, or by an official employed for that purpose, should
gather and disseminate industrial information; if possible suitable factory sites should be
optloned by the City at reasonable rates and such sities recommended for the considerati°n
of prospective factories, so.tha~ excessive prices for land could not prevent the 15caring
of factories in our~vicinity. It appears that some attention should be given and a suitable
appropriation made for advertisin~Cto=y sites in the City and suburbs.

Paragraph"C"

"How can better conditions be obtained by co-operation with the lamming inter-
ests of this section in the way of a better understanding as ~o marketing their crops and the
development of the outlying rich waste lands for mgricultural pumposes, which are badly needed
to i~c~e~se the food production of-the country.·

Co-operation now exists among farmers as to shipment of farm products, but in order that
such shipments may bemade by water direct from Portsmouth, the steamers should land at Ports-
mouth wharves, as recommended in paragraph "D."

Develop mutual confidence between the farmer and consumer so that the farmer may have re-
gular customers for his products and the consumer may be served regularly by the farmer.

Assist ~n.thesale of the uncu22ivated land adjacen2 to Portsmouth, and reclam~ation of
the rich swamp tands~for the purpose diversified crops; ~aising stock and dairy farming.

Liberal 6redit~ with long term notes should be given farmers by our local banks.
~Para~aph ."De

"The promotion of better water and highway transportation facilities for the agricultural
and business world." That permament smooth roadways be constructed on the principal highways
leading into th~ City, the cost to be borne equitably by the City of Portsmouth and the County
of Norfolk.

The eonstx~c~ion-of a road to Cradeck should be given early consideration.

As the Steamers of the Baltimore Steam Packet Company now land in Portsmouth the City
~overnment should, by every lawful, e~l~'~i'ent, endeavor to have the Steamers of the N.Y.P. AN.
Ry. Co~, Norfolk &Washington ~teamboa~iCo~ and Chesapeake Steamship Co. land in Portsmouth,
and the service now b~ing rendered-by the C. & O. Co. be requested to establisha freight and passenger station at
~radock.

In re~erence to the use 9f Crafdrd's B~y for a small boat harbor, we suggest that the
land and water ~ont~ad~acent (owned. almost exclusively'by ~he'S,A.L. Ry, Co.)is too valuable
and~e~essary for development and_~se as Steamship Piers and Railway Union Station to w~rrant
the establi~hment-i~ this loc~ti0n of~a small boat harbor. However, the establishment of a
small boat ~arbo~wh:ere farmers 'and truckersmay without charge land their boats, sell ~heir
products and purchase supplies from Our merchants, is-of the utmost importance'to the City.

· The Seabo~dlgilarf an~Warehouse Co. now leases the Eastend of Wythe, Harrison and
Randolph st~eet~; the unrestricted use of these streets greatly: enhancin the Value of the
property to thisCompany; in fao~ the wharves of the Company could scar$cely be used for
mooring vessel. ~ withOUt occupying these~ street ends. .
The Seaboard Wharf and Warehouse Co. own also the. unimproved land between the Cat Hole
and Bart Sts.,~T~ontlng two hundred fee~ on the Southern Branc~ of th~ River.

The stree' ends referred to above, (for!which the City reoeives'lonly $30.00
~ few years and We recommend t~at:the City Counci~ make a new lease
of these st ~ ends in exohange~for a lease to the City for a like number of years of !he
